They also fulfill the legislative requirement of section 31 of the Bretton Woods Agreement Act. Because there is interest in human rights practices of all nations-those that receive U.S. foreign assistance and those that do not-these reports are being printed to assist Members of Congress in considering legislation in the area of foreign assistance.
