National Reactor Testing Station near Arco, Idaho, and facilities of the Government and Government contractors located in named counties in 15 States extending from the east coast to the west coast. Overall, it operates in or through 38 States, all of which, with the exception of Vermont, are embraced in these proceedings. Approximately 98 percent of its revenue is derived from the transportation of explosives and other dangerous articles. Because of this, it maintains a very comprehensive safety program and employs many drivers experienced in handling such commodities. As it has participated in movements of explosive powders for years and solid propellants with the advent of missiles, it believes that now with liquid fuels being used in these propellants, it should be permitted to continue to transport them as an activity which it formerly enjoyed. Considering the broad territory involved, the expressed needs for transportation, and the expensive equipment needed to meet such needs, it does not believe that any of the applicants in these proceedings could possibly render all of the service requirements. It is of the opinion that the local domicile of the applicants herein is paramount and points out that within the hub of its operations are numerous missile complexes in Oklahoma, Texas, Arkansas, New Mexico, and Missouri, and that all of these sites are within a matter of hours from its headquarters at Joplin, Mo. It operates a large fleet of equipment, but none of its trailers are suitable for handling the involved commodities. It is willing, however, to lease such trailers and has discussed this matter with Linde Company.

NO. MC-111159 (SUB-NO. 143)

Miller Transporters, Ltd., is authorized to operate over irregular routes in the transportation of a variety of commodities in a number of States east of the Rocky Mountains. Such authority embraces chemicals and petroleum and petroleum products from, to, and between points in certain of these States. Also, it is authorized to transport liquid argon, in bulk, in shipper-owned tank vehicles, from points in Warren County, Miss., to points in Alabama, Arkansas, Colorado, Connecticut, Delaware, Florida, Georgia, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Ohio, Oklahoma, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Vermont Virginia, West Virginia, Wisconsin, and the District of Columbia. Under this authority, held since 1958, it has participated in this traffic moving to Dallas and Fort Worth, Tex., Petersburg, Fla., Philadelphia, Pa., and undisclosed points in New Jersey, North Carolina, and Georgia. Presently, it is transporting about three loads per week, usually for a long distance, and about five loads of this volume moves monthly to the Atomic Energy Commission plant at Oakridge, Tenn. For these operations it has trained five drivers who meet Government requirements and security clearance. Terminals are maintained at various points in Mississippi and at Memphis, Tenn. It operates a large fleet of equipment but none of its trailers are suitable for handling the involved commodities. Such trailers would be acquired and stationed where required to do so.

NO. MC-112617 (SUB-NO. 123)

Liquid Transporters, Inc., holds authority over irregular routes for the transportation of various commodities in bulk, in tank vehicles, from origins in 11 States to destinations in 45 States. Embraced therein is authority to transport chemicals and petroleum and petroleum products in a portion of its authorized territory. Terminals are maintained at several points in Kentucky where cleaning facilities are available. It operates substantial equipment, but no trailers suitable for handling the involved commodities. It would establish new terminals where required and would hold itself out to perform the proposed service.

Dahlen Transport, Inc., holds authority to operate over irregular routes, in the transportation of specified commodities in bulk, in tank vehicles, in nine midwestern States. Such authority embraces such commodities as petroleum and petroleum products, liquefied petroleum gases, and jet fuel. Terminals are maintained at various locations in Minnesota, Iowa, and Wisconsin. It operates a substantial fleet of equipment but apparently none of its trailers are suitable for the handling of the involved commodities.

F. J. Egner & Son, Inc., is authorized to transport over irregular routes, heavy residual fuel oil, inedible vegetable oils, and paint oils, in bulk, in tank vehicles, from and to specified points in Ohio, Michigan, Indiana, and Illinois. It has investigated the requirements with respect to the transportation of cryogenic liquids, and while not presently possessing any equipment suitable for the transportation of these commodities, is willing to acquire such equipment as required. It is also willing to utilize equipment with the Government to perform the proposed service. Additional terminal facilities would be established as needed.
