Lit. 4-11-1920- PREFACE Haphazard policies in financing school building programs can no longer endure. If it is necessary for a community to issue bonds in order to pay for needed school buildings, the wisest and soundest procedure should be followed. It is the belief of the author that each state should incorporate the guiding principles for issuing school bonds in its educational laws. Students and teachers of educational administration should inform themselves concerning the soundest principles for, and practices in, the issuance and sale of school bonds. hope Consequently this volume has been written with the 1. That it will serve as a handbook for boards of education, city school superintendents, and state departments of public instruction, who are in charge of, or are assisting in, the issuance of school bonds; 2. That it will be of some use in suggesting changes in existing legislation relating to school bonds, or help in the formulation of new provisions; and 3. That it will be of some service to teachers of, and students in, courses in educational administration. If the work in any way fulfills any of these proposed functions, the author will feel fully repaid.
