So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill (H. R. 9439, 71st Cong., 2d sess.) to extend the times for commencing and completing the construction of a bridge across the Kanawha River between Henderson and Point Pleasant, W. Va., if amended as indicated in red thereon.

DEAR MR. PARKER: Careful consideration has been given to the bill H. R. 9439 transmitted with your letter of February 4 with request for a report thereon and such views relative thereto as the department might desire to communicate.

This bill would extend for one and three years, respectively, from March 2, 1930, the times for commencing and completing the construction of a bridge across the Kanawka River between a point in or near the town of Henderson, W. Va., and a point opposite in or near the town of Point Pleasant, W. Va., authorized to be built by the Henderson Bridge Co. by act of Congress approved March 2, 1927, and heretofore extended by acts of Congress approved March 14, 1928, and March 2, 1929.

The department understands that the Henderson Bridge Co. has acquired all right of way necessary for the location and construction of the bridge and also has done other work representing a total cash expenditure in excess of $17,000, and that the State Bridge Commission of West Virginia, which was created by the 1929 session of the West Virginia Legislature, has acquired all right, title, and interest of the Henderson Bridge Co. and proposes to take over and complete the construction of the bridge as a State bridge. Under the West Virginia law the State Bridge Commission is authorized to acquire or construct bridges and operate them as toll bridges until the proceeds of the tolls shall have amortized the cost after meeting necessary repair, maintenance, and operation costs. The extension of time proposed by the pending bill, therefore, is understood by the department to be for the benefit of the State of West Virginia. In view of this fact, the department recommends favorable action on the bill.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 9628) granting the consent of Congress to the State of Arkansas, through its State highway department, to construct, maintain, and operate a free highway bridge across St. Francis River at or near Lake City, Ark., on State Highway No. 18, having considered the same, report thereon with a recommendation that it pass.

This bill provides for a bridge at the same location as provided in H. R. 8132, which has the approval of the War and Agriculture Departments, as will appear by the letters attached and which are made a part of this report.

This bill would authorize the State of Arkansas, through its highway department, to construct, maintain, and operate a bridge and approaches thereto across the St. Francis River at or near Lake City, Ark., on State Highway No. 18. Section 2 of the bill provides that if tolls are charged for the use of the bridge they shall be so adjusted as to yield funds sufficient to meet maintenance, repair, and operation costs; interest on borrowed money required in the construction of the bridge and its approaches; and provide a sinking fund to retire the bonds issued and sold for raising funds with which to construct the bridge. This section contains a provision also that no bonds issued in connection with the construction of the bridge and its approaches shall run for a longer term than 20 years, and that after a fund sufficient to retire such bonds is provided the bridge shall be maintained and operated without toll charges. The location indicated for the proposed bridge is on the system of Federal-aid highways approved for Arkansas. Favorable action on the bill is recommended.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 9806) to authorize the construction of certain bridges and to extend the times for commencing and completing the construction of other bridges over the navigable waters of the United States, having considered the same, report thereon with amendments, and as so amended recommend that it pass. Amend the bill as follows:

This is an omnibus bill authorizing the construction of certain bridges and extending the times for commencing and completing the construction of certain other bridges. Separate bills filed by various members of the House covering all of these bridges have heretofore been considered by the Committee on Interstate and Foreign Commerce and favorably reported to the House and are now on the House Calendar and most of them are on the Consent Calendar.

Section 1 authorizes the construction of a bridge over the Columbia. River at Astoria, Oreg., and is identical with H. R. 6317, filed by Representative Hawley, and favorably reported to the House on December 16, 1929. (House Calendar No. 19, Report No. 51.) Certain minor amendments have been made to correct misspelling of words and to correct references to sections of the bill.

Section 2 authorizes the construction of a bridge over the Mississippi River at Savanna, Ill., and is identical with H. R. 5623, filed by Representative W. R. Johnson of Illinois, and favorably reported to the House on January 16, 1930. (House Calendar No. 36, Report

No. 203.)

Sections 3 and 4 authorize the construction of two bridges over the Missouri River at Omaha, Nebr., and are identical with H. R. 7408 and H. R. 7409, filed by Representative Sears, of Nebraska, and favorably reported to the House on January 16, 1930. (House Calendar Nos. 46 and 47, Report Nos. 213 and 214.)

Section 5 authorizes the construction of an international bridge across the Rio Grande River at Fort Hancock, Tex., and is identical with H. R. 7965, filed by Representative Hudspeth, of Texas, and favorably reported to the House on January 24, 1930. (House Calendar 89, Consent Calendar 124, Report No. 502.)

Section 6 extends the times for commencing and completing the construction of a bridge across the Monongahela River at Fayette City, Pa., and is identical with H. R. 8165, filed by Representative Kendall of Pennsylvania, and favorably reported to the House on January 16, 1930. (House Calendar No. 58, Consent Calendar No. 90, Report No. 225.)

Section 7 extends the times for commencing and completing the construction of a bridge across the Mississippi River at Helena, Ark., and is identical with H. R. 7255, filed by Representative Driver, of Arkansas, and favorably reported to the House on January 16, 1930. (House Calendar No. 42, Consent Calendar No. 74, Report No. 209.) Section 8 extends the times for commencing and completing the construction of a bridge across the Rio Grande River at Weslaco, Tex., and is identical with H. R. 5622, filed by Representative Garner, of Texas, and favorably reported to the House on January 24, 1930. (House Calendar No. 86, Consent Calendar 121, Report No. 499.)
