BRIDGE ACROSS ALLEGHENY RIVER AT KITTANNING,

PA.

Mr. WYANT, from the Committee on Interstate and Foreign Commerce, submitted the following

REPORT

[To accompany H. R. 7497]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 7497) to amend the act entitled: "An act granting the consent of Congress to the county of Armstrong, a county of the State of Pennsylvania, to construct, maintain, and operate a bridge across the Allegheny River, at Kittanning, in the county of Armstrong, in the State of Pennsylvania," approved February 16, 1928, and to extend the times for commencing and completing the construction of the bridge authorized thereby, having considered the same, report thereon with amendments, and as so amended, recommend that it pass.

Amend the bill as follows:

Page 2, line 16, after the figures "1928," insert the words "heretofore extended by act of Congress approved February 21, 1929,". Line 17, before the word "extended" insert the word "further". The bill as amended has the approval of the War and Agricultural Departments, as will appear by the letters attached and which are made a part of this report.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the consent of Congress is hereby granted to the county of Armstrong, a county of the State of Pennsylvania, and its suc

cessors and assigns, to construct, maintain, and operate a free bridge and approaches thereto across the Allegheny River, at a point suitable to the interests of navigation, at or near Market Street, in the borough of Kittanning, county of Armstrong, in the State of Pennsylvania, in accordance with the provisions of the act entitled "An act to regulate the construction of bridges over navigable waters," approved March 23, 1906.

SEC. 2. The right to alter, amend, or repeal this act is hereby expressly reserved.

AN ACT To extend the times for commencing and completing the construction of a bridge across the Allegheny River at Kittanning, in the county of Armstrong, in the State of Pennsylvania Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the times for commencing and completing the construction of the bridge across the Allegheny River, at or near Market Street, in the borough of Kittanning, county of Armstrong, in the State of Pennsylvania, authorized to be built by the county of Armstrong, a county of the State of Pennsylvania, or its successors and assigns, by the act of Congress approved February 16, 1928, are hereby extended one and three years, respectively, from February 16, 1929.

SEC. 2. The right to alter, amend, or repeal this act is hereby expressly reserved.

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill, H. R. 7497, Seventy-first Congress, second session, to amend the act granting consent of Congress to the county of Armstrong to construct a bridge across the Allegheny River at Kittanning in the county of Armstrong, State of Pennsylvania, approved February 16, 1928, and to extend the times for commencing and completing the construction of the bridge authorized thereby, if amended as indicated in red thereon.

DEAR MR. PARKER: Careful consideration has been given to the bill (H. R. 7497) transmitted with your letter of December 14 with request for a report thereon and such views relative thereto as the department might desire to communicate.

This bill would amend section 1 of the act approved February 16, 1929, authorizing the county of Armstrong, State of Pennsylvania, to construct, maintain, and operate a bridge across the Allegheny River at Kittanning, in said county and State, so that such county shall be authorized to construct, maintain, and operate a free highway bridge and approaches thereto at Market Street or within 200 feet north thereof in the borough of Kittanning, said county and State. The bill also would extend for one and three years, respectively, from February 16, 1930, the times for commencing and completing the construction of the bridge. The bill is without objection so far as this department is concerned.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 7965) authorizing the Fort Hancock Bridge Co., its successors and assigns, to construct, maintain, and operate a bridge across the Rio Grande at Fort Hancock, Tex., having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the State and War Departments, as will appear by the letters attached and which are made a part of this report.

DEAR MR. PARKER: Careful consideration has been given to the bill H. R. 7965, transmitted with your letter of January 7 with request for a report thereon and such views relative thereto as the department might desire to communicate.

This bill would authorize the Fort Hancock Bridge Co., its successors and assigns, to construct, maintain, and operate a bridge and approaches thereto across the Rio Grande River at Fort Hancock, Tex. The bill appears to conform to Form No. 7 of the forms for bridge bills approved by the Commerce Committees of the two Houses of Congress. A route on the system of Federal-aid highways approved for Texas passes through Fort Hancock.

At the recent annual convention of the American Association of State Highway Officials in San Antonio, Tex., there was adopted the following resolution with reference to international bridges across the Rio Grande River:

"Whereas the international travel between the United States and Republic of Mexico has increased to the extent that plans must be made for the construction of free international bridges, or provision made for providing crossings of streams; and

"Whereas the Republic of Mexico is entering upon an extensive road-building program, many cardinal routes of which extend to the international border; and "Whereas representatives of the Mexican Government have been present at the meetings of this association and have participated in the discussions with regard to international bridges and have indicated their approval and assent to the following resolutions: Therefore, be it

"Resolved, That the American Association of State Highway Officials request of the Congress of the United States that no further permits be granted to private interests for the erection of toll bridges across the Rio Grande River and that a similar request be made of the Mexican Government, through the highway commissioner or representative of that Republic, it being the purpose of this resolution to provide, if necessary, for the construction of toll bridges between respective Governments, said bridges to become free to the public when they shall have been paid for by tolls."

The foregoing resolution was the result of discussion and consideration of the subject matter thereof with a delegation of highway officials from the Republic of Mexico, which was in attendance at the convention. The resolution reflects the sentiment not only of the American Association of State Highway Officials but also of the highway officials of Mexico who were in attendance at this convention. It is the view of this department that there should be official cooperation between the two countries with a view to providing free crossings of the Rio Grande. It, therefore, recommends against favorable action on the bill. R. W. DUNLAP, Acting Secretary.

R. 8132) granting the consent of Congress to the State of Arkansas, through its State highway department, to construct, maintain, and operate a toll bridge across St. Francis River at or near Lake City, Ark., on State highway No. 18, having considered the same, report thereon with a recommendation that it

pass.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached and which are made a part of this report.
