For the purpose of standardization, rural and village schools in Colorado are classified as follows: First class, consolidated, centralized, and junior high schools; second class, 4 to 6 rooms; third class, 2 to 3 rooms; fourth class, 1 room. Schools of any class may be "approved" or "superior." A consolidated school is formed by the union of contiguous districts; a centralized school is formed by the union of schools within a district. Any school that is organized as a consolidated, centralized, or a junior high school is first class regardless of the number of rooms; all other schools are classified according to number of rooms. 3 Plans not formulated when data were collected.

6 Applies to all rural, town, and city public elementary schools.

8 A standard rural school is an elementary school employing not more than 3 teachers; a standard grade school is a graded school under the jurisdiction of the county superintendent, employing not fewer than 2teachers in the grades and maintaining a 9-month term. A superior school is a standard rural school that meets requirements exceptionally well. Two scales: Scale A, physical conditions; scale B, instruction, organization, and results. 10 Applies to all rural elementary schools.

13 Applies to rural and graded schools located in common school districts, cities, towns, and villages and to graded consolidated schools not entitled to aid as State high schools. 13 Amounts doubled in all classes when tax rate for the preceding year is between 15 and 25 mills; trebled when 25 mills or more.

III. THE CONTENT OF THE SCORE CARDS FOR 30 STATES

The minimum standards authorized by law or by regulation of the chief State school administrative head are usually organized in such a manner as to form a score card or scale. Sometimes numerical values are assigned the requirements. Score cards were submitted by 30 State departments of education.

It is difficult to make a comparison of the subject matter on the 30 score cards because there is but little uniformity either in its selection or organization. What is a main head on one score card is a subhead on another and vice versa. The content of the score cards for Connecticut and New Jersey is confined to grounds, buildings, equipment, heating and ventilating, lighting, and sanitation. That for the remaining 28 States includes not only subject matter pertain

In order that there might be some basis upon which to compare the content of the score cards, all of the subject matter-both main heads and subheads-on the 30 score cards was tabulated and reorganized about the following main heads: Site, buildings, lighting, heating and ventilating, equipment, the teacher, organization, hygiene of the school plant, the community, and results of standardization.

This discussion of the content of the score cards is confined to the following points: (a) Important requirements not mentioned on any of the score cards; (b) important requirements mentioned on
