INSTRUCTIONS

To obtain classifiable fingerprints:

1. Use printer's ink.

2. Distribute ink evenly on inking slab.

3. Wash and dry fingers thoroughly.

4. Roll fingers from nail to nail, and avoid allowing fingers to slip.

5. Be sure impressions are recorded in correct order.

6. If an amputation or deformity makes it impossible to print a finger, make a notation to that effect in the individual finger block.

7. If some physical condition makes it impossible to obtain perfect impressions, submit the best that can be obtained with a memo stapled to the card explaining the circumstances.

8. Examine the completed prints to see if they can be classified, bearing in mind the following:

Most fingerprints fall into the patterns shown below (other patterns occur infrequently and are not shown here):

(a) A delta (4) is the point at which the lines forming the loop or whorl pattern spread and begin going in different directions. All loop prints have one delta. Whorl prints have two.

(b) Loop prints cannot be classified unless the center of the loop and the delta, and the lines between them, are clear.

(c) Whorl prints cannot be classified unless the two deltas and the lines connecting the deltas are clear.

(d) Arch fingerprints can be classified if a sufficiently clear impression is obtained to permit identification of the pattern as being an arch.

9. If, upon examination, it appears that any of the impressions cannot be classiñed, new prints should be made. If not more than three impressions are unclassifiable, new prints of these fingers may be taken and pasted over the defective ones. If more than three are unclassifiable, make a new chart.

DEAR SENATOR ERVIN: I was so very pleased to learn of the actions you are taking on behalf of Federal employees to put an end to or at least curtail the prying of Federal investigators into the personal lives of so many Federal employees. I can well understand where in certain positions that it is necessary to investigate quite thoroughly those handling top secret work. However, as you are well aware, it has reached the point where stenos working in government establishments having no connection with our national defense or security are being put through an inquisition on par with those in extremely sensitive jobs. More and more positions in Bureaus of old line agencies as Treasury, Agriculture, etc., having no connection whatsoever with our national security are declaring their positions critical sensitive. Attached is a Form SF 86 which is now given to all employees in these jobs. You will note such personal questions as date of marriage; how many marriages, place, etc., which have no bearing on a person's capabilities to perform their work or on their character. Such questions in regard to one's personal life is certainly an invasion of one's constitutional rights or privacy.

The neighborhood check of going from one neighbor to another asking personal questions certainly does not determine a person's capabilities or worth to perform any specific kind of work. This is a good way to accumulate erroneous and vicious impressions of applicants or employees which are documented whether they are true or false and go into an individual personal file to follow them throughout their government career.

In my particular case, six months ago I gave up a good government position that I had struggled very hard to attain in order to avoid possible embarrassment to myself and family over a minor marital matter concerning my spouse which had no possible bearing on my position and work. I've seen too many excellent workers who knew and did their jobs well leave the government to go to private industry in order not to be subjected to this degradation.

The Government is having a particularly difficult time recruiting top notch employees because such people are not going to be subjected to such "Gestapolike interrogations."

This present personnel policy of investigating employees at a cost of $600 to $1,000 per individual to accumulate information which is neither useful nor pertinent to the job is an added burden to the already overloaded taxpayer. Because of reasons which are evident, I am sending this anonymously.

DEAR MR. MACY: For some time the Subcommittee has received complaints about the questions on Standard Form 89, the Report of Medical History used by government agencies.

I should appreciate your reviewing this form and reporting to the Subcommittee the answers to the following questions:

(1) Who initiated this form, and by what authority?

(2) Which agencies of government are authorized to use it, and under what circumstances?

(3) Which agencies, to your knowledge, actually use the form and under what circumstances?

(4) Is completion of the form voluntary? If a person refuses to fill it out, to what extent does this influence decision in his case?

(5) What controls exist for preserving the confidentiality of the information? (6) Do personnel, security, medical or administrative officials have access to it? (7) To what extent does the Commission police the use of the form and the pertinent agency procedures and regulations?

I tend to agree with the professional employee who telephoned the Subcommitted and stated that he failed to see the relevance of the majority of the questions in connection with the routine employment process at the Department of Housing and Urban Development.
