CHAIRMAN: I enclose a report on a study mission to Panama which I conducted with Congressman Stephen J. Solarz, Congressman Andy Ireland, Congressman E (Kika) de la Garza, Congressman Benjamin A. Gilman, Congressman Robert J. Lagomarsino, Congressman William F. Goodling, members of the Committee on International Relations, and Congressman James H. Scheuer, a member of the Committee on Interstate and Foreign Commerce from March 17 to March 20, 1977. This report deals with issues between the United States and the Republic of Panama regarding the Panama Canal and the state of negotiations to resolve those issues. We believe that the study mission's findings will be of value to Members of Congress as well as others interested in this important foreign policy question. No effort has been made to reach a consensus within the delegation on these issues. Instead, it has been left for each member, should he desire, to state his own views apart from the text of the report. Your comments, as well as those of any of our colleagues, would be most welcome.
