4. Internal legislation. Local self-government of the same scope and under the same conditions as enjoyed by other parts of the country.

5. Economic, social and cultural jurisdiction. Degree of autonomy in respect of economic, social and cultural affairs, as illustrated by the degree of freedom from economic pressure as exercised, for example, by a foreign minority group which, by virtue of the help of a foreign Power, has acquired a privileged economic status prejudicial to the general economic interest of the people of the Territory; and by the degree of freedom and lack of discrimination against the indigenous population of the Territory in social legislation and social developments.

Expanded Program of Technical Assistance

[Under Resolution 180 (VIII) of March 4, 1949,1 the Economic and Social Council requested the Secretary-General to prepare a
report for the ninth session of the Council setting forth (1) "a comprehensive plan for an expanded cooperative programme of technical
assistance for economic development through the United Nations and its specialized agencies"; (2) "methods of financing such a pro-
gramme", and (3) "ways of coordinating the planning and execution of the programme". On the consideration of the report of the
Secretary-General, the Council, under Resolution 222 (IX) of August 15, 1949, provided for the initiation and execution of such a
program. This action was approved by the General Assembly in Resolution 304 (IV) of November 16, 1949.3 The General Assembly
had previously approved Resolutions 200 (III), "Technical Assistance for Economic Development"; 246 (III), "International Facilities
for the Promotion of Training in Public Administration"; 5 and 418 (V), "Advisory Social Welfare Services".

On July 1, 1950, the "Expanded Program of Technical Assistance" was established. On July 31, 1950, the Secretary-General established the Technical Assistance Administration "to provide for the efficient operation of the technical assistance programmes and to assist in their coordination with similar programmes of the governments of Member States and the specialized agencies".
