ment, it should be given. The extent of amplification of notifications and certificates is for the judgment of medical officers, and varies for different diseases and defects. The general practice should be to note such data as the examining medical officers consider critical for a particular diagnosis.

e. Class B notifications and certificates shall not include the clause "which affects ability to earn a living." Determination of whether a condition may affect the alien's ability to earn a living is a function of consular and immigration officials. However, medical officers should give these officials the fullest possible assistance through careful compliance with section 34.8 of the regulations, regarding the content of Class B notifications and certificates, and through replies to requests for additional medical information on certified defects. The notification or certificate should indicate the probable length of time required to effect a cure, when possible.

- 3. Concurrences and signatures.-a. Notifications, regardless of class, require the signature of only one medical officer.

b. A class A certificate shall be signed by at least two medical officers who have examined the alien, except for "9th proviso" cases. (See ch. 2, par. 3c, this part.)

c. A class B certificate should be signed by at least two medical officers who have examined the alien, when the diagnosis is likely to be contested.

5. A medical hold shall describe the condition that is the basis for referring the alien for further examination. Holds are issued on form PHS-481 (FQ) (old number 1975-B), MEDICAL HOLD.

Memorandum Regarding Pregnancy

6. Medical notifications or certificates shall not be issued for pregnancy. At consulates the examining physician shall report the condition by a notation on form FS-398. At United States ports the examining officer shall give the immigration officer a memorandum reporting the condition.

Legibility of Documents

7. All official documents shall be legibly executed; they should be typewritten when feasible.

1. Scope. For the purposes of this chapter, the term “alien seamen" refers only to seamen not seeking permanent residence in the United States. For those who are seeking permanent residence, the certification procedure shall be the same as for alien passengers.

2. Certifiable conditions.-The only conditions of alien seamen that shall be certified are certain class A conditions, as follows: idiocy, imbecility, insanity, epilepsy, tuberculosis in any form, and the loathsome or dangerous contagious diseases. Medical holds for alien seamen shall be issued only when these conditions are present or suspected.

3. Statement regarding curability.-In each certificate medical officers shall include a statement as to whether the seaman can likely be cured within 30 days.

4. Other class A conditions; class B conditions.-When an officer inspecting seamen observes or suspects feeble-mindedness, chronic alcoholism, constitutional psychopathic inferiority, other mental defect not mentioned in paragraph 2 above, or any class B condition, he shall place on the crew list a notation as to the condition and whether hospital treatment is necessary.

5. Class C conditions.-No report or record is required for class C conditions detected in alien seamen.

6. Inspection procedures.-The general procedure for medical inspection of seamen is similar to that described in chapter 2 of this part. In addition the procedure shall include a specific, thorough inspection for venereal disease.

7. Expediting examinations.-Obviously, when alien seamen held for intensive examination are detained until their ship has departed and are then declared free of disease, considerable hardship results to the seamen, left without their ship; to the foreign

consuls who must care for them; and to the ship operators, who pay for their maintenance during detention. Officers making medical examinations of alien seamen shall therefore ascertain how long their ship will be in port, and exert every reasonable effort to complete all examinations before it departs.

Workaways and Stowaways

8. The certification procedure for alien workaways shall be the same as described above for seamen, unless the workaways are seeking permanent residence in the United States, in which case they shall be considered passengers. Unless otherwise indicated by immigration officials, alien stowaways shall be considered passengers.
