The meeting will come to order. We have before us this morning a reprogramming request from the Department of State. Ordinarily, we don't hold hearings on reprogramming requests, and for the edification of those that are not acquainted with our procedures, briefly they are these: There is an authorization and an appropriation, a two-track system. The authorizing committee passes an authorization, and we handle funding in an annual appropriations bill. Sometimes there are things that come up during the year that were not anticipated, and a Department or agency sends up a reprogramming request. In such cases the Subcommittee looks it over, and usually approves it. If it happens to be a policy question or something like that, we usually have a public hearing on it. That is the reason I thought we ought to have a public hearing this morning. This reprogramming request involves the funding to support the establishment of an Embassy to the Vatican. We received a reprogramming request on December 16, 1983 while we were not in session. We received an amendment to that request since that time. At this point we will insert in the record a copy of the reprogramming request dated December 16, 1983 as well as a copy of a supplementary fact sheet dated January 24, 1984. We shall also insert in the record at this point, a copy of section 134 of Public Law 98-164 and a copy of the act entitled "An Act (1) |
