Aigation all action service to Deccae an entity and to develop and administer a standardized test as an alternative means of meeting certain naturalization requirements for naturalization as United States citizens.

Upon approval as a testir entity, Naturalization Assistance Scrvices will become a sub-corporation of Right Way Driving Schools, Inc: The principals in Right Way are Paul W. Roberts, Fresident/Treasurer and Julie P. Roberts, Vice President/Secretary.

1) Right Way Driving Schools Inc. is a private institution of learning, regulated by the State of Florida as a Driver Improvement School, and licensed to administer and test applicants in a course of study for first-time drivers that is required to obtain a Florida driver's license. Right Way Driving has developed driving programs for the National Park Service and the Department of Energy. These programs include classroom instruction covering the duties and rights of citizens and how laws are passed and enforced. The students must also successfully complete a standardized final test.

2) Naturalization Assistance Services proposes to administer a writteń test in English, consisting of a twenty (20) question multiple choice test and two dictated sentences written in English. The questions and dictated sentences will be read aloud in English by a qualified prector. The answers will NOT be read to the applicants. An alternate. 20 question multiple choice test has been developed for those who fail the test on the first try and need to re-test.

3) Students must score at least 60% on the multiple choice section and must correctly write one of the two English sentences, which will be read aloud to them.

We understand that the results are not valid until verified by the I.N.S. Test result data will be provided to I.N.S. as required by manual means using the U.S. Postal Service or any other courier service where proof of delivery is required.

4) The content of all the test questions, with the exception of the current political office holders, came from the latest edition of the I.N.S. Federal; Citizenship Textbook series (X-287, H-289, M-291)

If the applicant fails the test, he or she may retest one time at no additional cost. The retest will be a variation of the initial test.

7. We will provide reasonable notice each month in regard to the following month's schedule through public media advertisements. We will notify I.N.S. at least 15 days prior to the beginning of each month the scheduled test dates and locations for the coming month.

8. We will score the exam and provide results to the applicant and the I.N.S. by the fifteenth day from the test date. A test registration receipt will be provided to the applicant as evidence of the applicant having taken the exam. We will provide only the names of those that successfully complete the test to I.N.S.

9. Tests and answer sheets will be controlled by pre-assigned numbers. All tests and testing material will be locked in a file cabinet when not in use by the test proctors. Test proctors will not leave tests or test materials on desks or tables that are out of sight of the proctor. Once the test have been scored and recorded, the related material will be locked in a file cabinet. While transporting test materials to and from the test sight, the proctor will transport the material in a locked brief case.

10. The identity of each applicant will be verified by the proctor by students photo ID.The only forms of ID acceptable are those issued by any state or federal government:

11. On sight inspection by.N.S. is welcomed by Naturalization Assistance Services.

12. We will provide the I.NS..with quarterly reports. These reports will have monthly statistics; detailing test locations, number of people testing, number of successful/unsuccessful completions.

NATURALIZATION ASSISTANCE SERVICES' PROPOSAL

The purpose of this mamo is to explain and clarify some issues in regards to becoming an approved testing entity. NAS is planning to use hotel meeting rooms in the cities where we test. These meeting rooms will be in high visibility locations so that applicants will be able to find them wit little effort. The hotel meeting rooms also provide a good atmosphere for proctors, applicants, and those waiting to take the test. These locations will be submitted for approval as soon as I.N.S. takes action on our proposal.

We will provide a telephone number to I.N.S. so that any I.N.S. office or officer may contact a member of our staff in regards to any applicants paperwork or test results. This phone number will not be for the general publics use.

Prior to the first test in any city, we are going to notify the local law enforcement agency' so that they may post a job announcement for part-time work as test proctors. Prior to the test data we will contact, interview, and train the proctors so that on subsequent tests in that city, we will. not need to repeat this process. We intend to use off-duty law enforcement officers because they GENERALLY meet our standards for employment. The proctors will be managed, paid, and trained with the understanding that employment will be on an on-going basis. The duty of a proctor will be to make sure applicants do not look on other applicants answer sheets, that r notes or books are brought into the test room, that no one talks after the test has begun, and other duties to ensure test security.

Reporting the test results to INS can be done manually-in other words we could send a typed roster of those applicants that successfully complete the test. If a certain computer program is used that will make the transfe of information easier, we would be interested in using that method.

There will always be an official from our company at the test site to deal with any maŋagement, set-up, or questions that proctors might have.

I have enclosed a copy of our license from the State of Florida and also a copy of the Florida Department of Law Enforcement background check on me. I was a law enforcement officer for 17 years and my wife Julie was a law enforcement officer for approximately 10 years.

As you know, I was out last week; I meant to check with you yesterday
on what progress had been made. Did you transmit a synopsis of what
has transpired to Janite Rodgers? I didn't see anything on Amicus

I wanted to make you aware that I had a telephone call today from skip
Tollifson on behalf of NAS, again requesting that INS consider
appearing with the six entities on 20/20. Skip indicated that xas is
really interested in meeting with us to discuss the issue and that
John Wendell, General Counsel for MAS, and Paul Roberts, CEO for XAS,
want clarification on their current status with INS. This call was in
direct response to an earlier call made by John Wendell to Janice and
I regarding the 20/20 interview and the possibility of John Wendell
meeting with us personally to discuss the issue. I have my notes from
my conversation if you need them.

I think that INS or DOJ needs to make a decision fairly quickly on what we wish to do about Skip's contacts WILA INS and association with NAS. Hopefully, Janice Rodgers has been able to determine if Skip's actions have violated any post-employment statutes. If not, at a bare minimum, I think we need to have a 'cease and defift" futter issued to Skip so that he is made aware of what he can and cannot do based on his prior employment with Is.
