assist in the development of Iran's nuclear weapons

program; and

(2) contains a description of all programs and projects of the International Atomic Energy Agency in each country described in section 307(a) of the Foreign Assistance Act of 1961 (22 U.S.C. 2227(a))

and any inconsistencies between the technical assistance programs and projects of the Agency and United States nuclear nonproliferation and safety goals in these countries.

(b) ADDITIONAL REQUIREMENT.-The report re12 quired to be submitted under subsection (a) shall be sub13 mitted in classified or unclassified form, to the extent ap14 propriate, except that the provisions of the report de15 scribed in paragraph (1) of such subsection shall be in 16 unclassified form.

17 SEC. 7. SENSE OF THE CONGRESS.

18 It is the sense of the Congress that the United States 19 Government should pursue internal reforms at the Inter20 national Atomic Energy Agency that will ensure that all 21 programs and projects funded under the technical co22 operation program of the Agency are compatible with 23 United States nuclear nonproliferation policy.

RESOLUTION

Commending the visit of His Holiness Pope John Paul II to Cuba.

Whereas Pope John Paul II recently completed a five-day first ever Papal visit to Cuba to speak directly to the Cuban people;

Whereas the Pope led the Cuban people in celebration throughout the island, including leading the largest openair mass since 1959 on the last day of his visit in the Plaza of the Revolution in Havana;

Whereas the Pope spoke directly with the Cuban people and the Cuban Government about the importance of fundamental human rights and the necessity for "each person enjoying freedom of expression, being free to undertake initiatives and make proposals within civil society, and enjoying appropriate freedom of association";
