INVITING NURSE GENEVIEVE DE GALARD-TERRAUBE TO BE AN HONORED GUEST OF THE UNITED STATES

The Committee on Foreign Relations, having considered House Concurrent Resolution 236, inviting Nurse Genevieve de GalardTerraube to be an honored guest of the United States, reports the concurrent resolution favorably and recommends that it do pass.

BACKGROUND OF RESOLUTION

House Concurrent Resolution 236 was introduced by the Honorable Frances P. Bolton and referred to the Foreign Affairs Committee on May 25, 1954, which considered and ordered it reported without objection on May 27, 1954. On June 3, 1954, the resolution passed the House unanimously. That same day the Senate Committee on Foreign Relations considered the resolution and without objection ordered it reported favorably to the Senate.

House Concurrent Resolution 236 extends to Nurse Genevieve de Galard-Terraube the warm congratulations of the Congress of the United States for her gallant service and invites her to visit the United States as an honored guest when convenient to her and the Republic of France.

Nurse de Galard-Terraube, widely acclaimed as "The Angel of Dien Bien Phu," exhibited outstanding courage and devotion to duty in ministering to the sick and wounded at the fortress of Dien Bien Phu. An officer of the Army of the Republic of France, her actions are a clear example of the great courage displayed by the French and Vietnamese soldiers who fought so bravely at Dien Bien Phu for the ideals and principles of freedom.

This year also marks the 100th anniversary of Florence Nightingale's exemplary nursing in the Crimean War, which has been a

symbol of heroism ever since that time. Genevieve de GalardTerraube's deeds will also serve as a tribute to the thousands of valiant women in the nursing profession. She richly deserves recognition for her valor which will continue to be remembered and respected in all history.

RECOMMENDATION

The committee feels that it is most appropriate for the Congress to express its most sincere congratulations to Nurse Genevieve de' Galard-Terraube for her unsurpassed courage and unswerving devotion to duty, and to extend to her an invitation to visit the United States and be an honored guest of this country. The committee therefore urges the Senate to give its approval to this resolution.

PROHIBITING COMMUNISTS FROM CERTAIN
EMPLOYMENT

REPORT

The Committee on the Judiciary, to which was referred the bill (S. 23) to make it unlawful for a member of a Communist organization to hold an office or employment with any labor organization, and to permit the discharge by employers of persons who are members of organizations designated as subversive by the Attorney General of the United States, having considered the same, reports favorably thereon, without amendment, and recommends that the bill do pass. This is the case in which the title of the bill tells what is in it. The purpose of this bill is to make it unlawful for a member of a Communist organization to hold an office or employment with any labor organization, and to permit employers to discharge persons who are members of organizations designated as subversive by the Attorney General of the United States.

The bill does not involve proscription or attainder, because the Communist organizations whose members could not hold an office or employment with any labor organization would by definition be those organizations found to be Communist by the Subversive Activities. Control Board, in accordance with the procedures set up in the Subversive Activities Control Act, and designated as Communist organizations by a final order of the Board.

In the case of the provision respecting discharge of members of organization designated by the Attorney General as subversive, there is no proscription or attainder, and no curtailment of the right to work, since the right to discharge without liability is only granted in the case of an employee who voluntarily continues as a member of an
