BRIDGE ACROSS ELK RIVER AT OR NEAR KELSO, TENN. R. 73] The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 73) to extend the times for commencing and completing the construction of a bridge across the Elk River at or near Kelso, Tenn., having considered and amended the same, report thereon with a recommendation that it pass. Amend the bill as follows: Page 1, line 9, strike out the figures "1931" and insert the figures "1932" in lieu thereof. The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached. Hon. Ewin L. EwIN L. DAVIS, Member of Congress, Washington, D. C. DEAR MR. DAVIS: I thank you for your letter of December 23, inclosing copy of bill (H. R. 73), introduced by you, to extend the times for commencing and completing the construction of a bridge across the Elk River at or near Kelso. Plans for the construction of this bridge have been drawn and approval of the War Department as to plans and location has been secured. Plans were submitted to the district office of the Bureau of Public Roads and were approved by the district engineer on December 17, 1931. It was necessary to have approval by these above agencies prior to advertising for contract, but after obtaining approval, insufficient time remained to get construction under way prior to expiration of original act. This proposed bridge is located on the main Memphis to Chattanooga highway, United States Route No. 64, and is one of the few pieces of construction remaining to be done on this important thoroughfare. The grading and drainage on either side of this proposed bridge, between Fayetteville and Winchester, has been completed and six smaller bridges near Fayetteville and Kelso, across streams which do not require congressional authority, are under construction at the present time by the State with Federal aid participation. R. 14051] AN ACT Granting the consent of Congress to the Highway Department of the State of Tennessee to construct, maintain, and operate a bridge across the Elk River on the Fayetteville-Winchester Road near the town of Kelso, in Lincoln County, Tennessee Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the consent of Congress is hereby granted to the Highway Department of the State of Tennessee to construct, maintain, and operate a free highway bridge and approaches thereto across the Elk River, at a point suitable to the interests of navigation, on the Fayetteville-Winchester Road near the town of Kelso, in Lincoln County, Tennessee, in accordance with the provisions of an act entitled "An act to regulate the construction of bridges over navigable waters," approved March 23, 1906. This bill would extend for one and three years, respectively, from January 31, 1931, the times for commencing and completing the construction of a bridge across the Elk River, on the Fayetteville-Winchester Road near Kelso, Lincoln County, Tenn., which was authorized by act of Congress approved January 31, 1931, to be built by the Tennessee Highway Department. Amend the bill as follows: Page 1, line 5, after the words "operate a" insert the words "free highway"; line 7, after the word "navigation," insert the words "at or"; line 7, after the word "Conway," insert the words "South Carolina,"; line 9, after the figures "1906" strike out the comma and insert a period in lieu thereof. Strike out all of lines 10 and 11. Amend the title to read as follows: Granting the consent of Congress to the highway department of the State of South Carolina to construct, maintain, and operate a free highway bridge across the Waccamaw River at or near Conway, South Carolina.
