R. 9264] The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 9264), to extend the times for commencing and completing the construction of a free highway bridge across the St. Francis River, at or near Madison, Ark., on State Highway No. 70, having considered and amended the same, report thereon with a recommendation that it pass. Amend the bill as follows: Page 1, line 5, after the word "River," strike out the words "at a point suitable to the interests of navigation,". Line 7, after the word "be" strike out the words "constructed, maintained, and operated" and insert the word "built" in lieu thereof. Line 10, after the word "hereby" strike out the word "further". Line 11, after the word "from" strike out the words "such date" and insert the date "March 3, 1932" in lieu thereof. After line 11 add the following as a new section: SEC. 2. RAYBURN: Careful consideration has been given to the bill H. R. 9264, transmitted with your letter of February 13 with request for a report thereon and such views relative thereto as the department might desire to communicate. This bill proposes to extend the times for commencing and completing the construction of the bridge across the St. Francis River at or near Madison, Ark., authorized by act of Congress approved March 3, 1931, to be constructed by the Arkansas highway department. However, the bill does not state clearly the date from which the proposed extension of time shall run. It probably was the intent of the bill to provide for extending the times for commencing and completing the construction of such bridge for one and three years, respectively, from March 3, 1932, and it may be that the committee will wish to amend the bia in this respect before acting thereon. The location of the proposed bridge is on the system of Federal-aid highways approved for Arkansas and is included within the termini of Arkansas Federalaid project No. 258. Amend the bill as follows: Strike out all after the enacting clause and insert the following in lieu thereof: That the times for commencing and completing the construction of a bridge across the Saint Francis River, at or near Lake City, Arkansas, on State Highway Numbered 18, authorized to be built by the State of Arkansas, through its State highway department, by an act of Congress approved June 30, 1930, are hereby extended one and three years, respectively, from the date of approval hereof. R. 9266, present session, to authorize the construction of a bridge across the St. Francis River at or near Lake City, Ark., on State Highway No. 18, is identical with an act of Congress approved June 30, 1930, subject to the provisions of the general bridge act of March 23, 1906. The time for commencing and completing the construction of the bridge, as implied by section 6 of the general act, expired June 30, 1931, and it is assumed that the purpose of the bill under consideration is to extend the time for construction. So far as the interests committed to this department are concerned, no objection is known to extending the times for commencing and completing the work of construction for the customary periods of one and three years, respectively, but I am of the opinion that it is preferable to authorize the extension of time in direct terms than to duplicate the existing act. The bill herewith has been amended accordingly and as thus amended I know of no objection to its favorable consideration by Congress. PATRICK J.
