into consideration the fact that since the department's estimate was submitted to the Budget the Secretary of State has issued an order reducing the amount of per diem and subsistence allowable to Foreign Service officers from $8 to $7 per day on actual expense basis, and from $7 to $6 per diem allowance in lieu of subsistence basis. The committee also hopes the department will see that no expense incident to travel is incurred during the fiscal year 1933, except where compelling and urgent reasons can be shown therefor.

EMERGENCIES ARISING IN THE DIPLOMATIC AND CONSULAR SERVICE

For several years past there has been appropriated $400,000 for this purpose, and the Budget recommendation for the next fiscal year is the same amount. For 1933 the committee recommends that this appropriation be reduced to $200,000. Should emergency needs exceed the sum appropriated, the committee feels the same will not be of a character that could not properly be provided for under contingent appropriations.

ALLOWANCE TO WIDOWS OR HEIRS OF FOREIGN SERVICE OFFICERS WHO DIE ABROAD

For the fiscal year 1933 the committee recommends an appropriation of $1,000, which is $1,000 under the amount appropriated for the same purpose for the current year, and $1,000 under the recommendation of the Budget. The committee's action in reducing the Budget estimate was based on the fact that there was an unobligated balance under the appropriation for 1931 of $1,463, and there will probably be a substantial unobligated balance under the appropriation for

1932.

POST ALLOWANCES TO FOREIGN SERVICE OFFICERS

The committee has reduced the amount estimated for post allowances from $100,000 to $50,000 because of the belief that conditions at home and abroad justified this reduction. The reasons given to the committee heretofore justifying the need for this appropriation do not apply with the same force at this time, since exchange is now in our favor and the cost of necessities less.

FOREIGN SERVICE BUILDINGS FUND

The committee has not recommended any appropriation for foreign building construction in 1933, although the estimate submitted by the Budget for this purpose was $450,000. The main reason for not recommending any further appropriation at this time, is the fact that it is in keeping with the general policy adopted at home of not submitting estimates for new buildings. The attention of the House is invited to the hearings on this subject.

REPRESENTATION ALLOWANCES

The recommendation for representation allowances, fiscal year 1933, is $25,000. This is $100,000 less than was appropriated for the current fiscal year, and the same amount under the Budget estimate. The committee felt that it was not justified in recommending the continuance of this appropriation, but has left in the bill $25,000 for

the purpose of enabling the department to grant allowances by way of reimbursement on request and showing being made that expenditures have been incurred which should be borne, in whole or in part, by the National Government, provided such reimbursements are approved by the Secretary of State. The committee disapproves the making of such allowances in advance. Appropriations for this purpose were first carried for the fiscal year 1931.

RENT, HEAT, FUEL, AND LIGHT, FOREIGN SERVICE

For rent, heat, fuel, and light for the Foreign Service for the next fiscal year the committee recommends $2,017,709, which is $50,000 under the Budget estimate, and $50,000 less than was appropriated for the current fiscal year. The committee, wishing to limit the amount which Foreign Service officers may receive under this appropriation to the amounts appropriated for such purposes during the present fiscal year, as shown by the hearings, have inserted in the bill the following provisos:

Provided further, That no part of this appropriation shall be used for allowances for living quarters, including heat, fuel, and light in an amount exceeding $3,000 a year for an ambassador or a minister, and not exceeding $1,700 a year for any other Foreign Service officer: Provided further, That under this appropriation and the appropriation for "Contingent expenses, foreign missions," or the appropriation for "Contingent expenses, United States consulates," not more than $3,000 shall be expended for custodial service, heat, fuel, and light at any Governmentowned building used exclusively for residence purposes for an ambassador or . minister, and not more than $1,700 for such purposes in the case of any other Foreign Service officer.

The committee feels that with the limitation just quoted the amount. carried in the bill for 1933 will be sufficient.

It will be noted that the second limitation above quoted applies only to custodial service, heat, fuel, and light at any Governmentowned building used exclusively for residence purposes, and carries no inhibition against reasonable allowances for repairs to such Government-owned property, or necessary replacements, of furnishings, etc.

WATER BOUNDARY, UNITED STATES AND MEXICO

For this purpose the committee recommends an appropriation of $84,960, which is $1,000 less than the Budget estimate for 1933, and $7,600 under the 1932 appropriation. This deduction of $1,000 is made from the amount of $2,500 estimated for travel expense during 1933.

INTERNATIONAL BOUNDARY COMMISSION, UNITED STATES AND CANADA AND ALASKA AND CANADA

The sum of $42,990 is recommended for 1933, which is a decrease of $6,800 under the appropriation for 1932, and a decrease of $2,000 under the Budget estimate for 1933. The decrease is made because of the orders issued by the President and the Secretary of State reducing per diem and subsistence allowances $1 per day in the United States and in foreign countries.

INTERNATIONAL PRISON COMMISSION

For the International Prison Commission the Budget recommends $5,688 for the next fiscal year, an increase of $188 over 1932. As

there was an unobligated balance in this appropriation for 1931 of $1,609, and there will probably be unobligated out of the 1932 appropriation a similar amount, the committee has reduced the Budget estimate $1,600, and recommends in the bill an appropriation of $4,088 for the fiscal year 1933.

PAN AMERICAN UNION

The committee notes there has been a tendency in the last two years to increase the quota of the contributing countries under this item. It is the desire of the committee that the attention of the State Department be called to this, with the request that the attention of the representatives of all the contributing countries be called to the necessity of avoiding any further increase without first submitting such increases, through proper channels, to the appropriating authorities of their respective governments for approval.

SEVENTH INTERNATIONAL CONFERENCE OF AMERICAN STATES,

MONTEVIDEO, URUGUAY

For participation by the United States in the Seventh International Conference of American States, to be held in the city of Montevideo, Uruguay, the Budget recommended an appropriation of $120,000. The committee feels that the amount asked is excessive, and is, therefore, recommending to the Congress an appropriation of $80,000 for this purpose.

BUREAU OF INTERPARLIAMENTARY UNION FOR PROMOTION OF INTERNATIONAL ARBITRATION

For the contribution of the United States toward the maintenance of the Bureau of the Interparliamentary Union for the promotion of international arbitration the Budget estimate is $10,000, the same as appropriated for the same purpose last year. In view of the fact that for the current year there will be an unobligated balance in this appropriation of approximately $4,000 which the bill reappropriates, the committee has reduced the Budget estimate by that amount, and recommends that $6,000 be appropriated for the fiscal year 1933.

INTERNATIONAL INSTITUTE OF AGRICULTURE

For the payment of the quota of the United States, the Territory of Hawaii, and the dependencies of the Philippine Islands, Porto Rico, and the Virgin Islands, for the support of the International Institute of Agriculture at Rome, Italy, for the calendar year 1933, the Budget estimate is $5,400, and for translating, printing, clerical assistance, and traveling and office expenses the Budget estimate is $5,660. In order to carry out our treaty obligation the committee. recommends an appropriation of $5,400, but has disallowed the amount of $5,660 estimated for translating, clerical assistance, and other expenses.

INTERNATIONAL RAILWAY CONGRESS

The Budget recommended $800 to pay the quota of the United States as an adhering member of the International Railway Congress for the year ending April 15, 1933. There being no authority of law

for this appropriation, the committee has eliminated the item from the bill, and recommends to the State Department that the United States should at once withdraw as an adhering member of the congress.

INTERNATIONAL RADIOTELEGRAPHIC CONVENTION

For participation by the United States in the Conference for Revision of the International Radiotelegraphic Convention of November 25, 1927, to be held in Madrid, Spain, the recommendation of the Budget is $120,000. It is estimated that this conference will last three months, which is an estimated monthly expense of $40,000. The committee believes the estimate to be excessive and has reduced the amount requested to $90,000, which sum is included in the bill.

WATERWAYS TREATY, UNITED STATES AND GREAT BRITAIN; INTERNATIONAL JOINT COMMISSION, UNITED STATES AND GREAT BRITAIN

Under this head the Budget recommends a total appropriation for 1933 of $155,355, of which approximately $40,000 is to be transferred to the Department of Agriculture for the purpose of making investigation of the damage and extent of the damage due to smelter fumes coming into the United States from the Trail smelter located in Canada. The joint commission have rendered a final decision and an award of damages in this case, which decision has been forwarded to their respective governments. The hearings disclose there is no need to continue this appropriation for use by the Department of Agriculture in the fiscal year 1933. The committee has deducted from the budget estimate the $40,000 above mentioned, together with $7,500 due to language placed in the bill limiting the salaries of the commissioners to $7,500 each, and recommends to the Congress an appropriation for 1933 of $107,855.

INTERNATIONAL COUNCIL OF SCIENTIFIC UNIONS

For the fiscal year 1933 the Budget recommends an appropriation of $5,042.77 to pay the annual share of the United States as an adhering member of the unions associated with the International Council of Scientific Unions. There being no authority of law for making this appropriation, the committee has eliminated the item from the bill and suggests to the State Department that the United States withdraw as an adhering member of the unions associated with the International Council of Scientific Unions.

INTERNATIONAL BUREAU OF THE UNION FOR THE PROTECTION OF INDUSTRIAL PROPERTY

For the share of the United States in the expense of conducting the International Bureau of the Union for the Protection of Industrial Property, at Bern, Switzerland, the committee recommends an appropriation of $1,350. This is $50 under the Budget estimate, which amount has been deducted due to favorable rate of exchange. GENERAL CLAIMS COMMISSION, UNITED STATES AND PANAMA

For the fiscal year 1933 the committee recommends an appropriation of $63,500, an apparent reduction under the Budget estimate of $34,000. However, due to an unexpended balance of the 1932 appropriation of $29,000 which the committee is recommending be

reappropriated in this bill to continue available until June 30, 1933, there is a real reduction under the estimate submitted by the Budget of only $5,000. This amount the committee feels can be saved out of the amount estimated for personal services and travel.

INTERNATIONAL FISHERIES COMMISSION

For the share of the United States of the expenses of the International Fisheries Commission for the fiscal year 1933 there is recommended to be appropriated $31,500, a reduction of $5,000 under the Budget estimate. The committee's reason for reducing the estimate is that out of the 1931 appropriation of $36,500 there was a very substantial unexpended balance, and out of the 1932 appropriation of $36,500 it appears there will also be an unobligated balance.

PRISONS FOR AMERICAN CONVICTS

The Budget estimate for the expenses of maintaining in China, the former Ottoman Empire, Egypt, Ethiopia, Morocco, and Persia institutions for incarcerating American convicts and persons declared insane by the United States Court for China or any consular court, is $9,600. The committee felt safe in reducing the Budget estimate $2,000 due to the fact that there was an unexpended balance out of the appropriation for 1931 of $5,000, and there will undoubtedly be a substantial portion of the 1932 appropriation which will not be used. Therefore, for the fiscal year 1933 the committee recommends an appropriation of $7,600.

BRINGING HOME PERSONS CHARGED WITH CRIME

For the bringing home from foreign countries of persons charged with crime the Budget estimate for the next fiscal year is $6,000. The committee finds that of the $6,000 appropriated under this head for 1931 only $1,000 has been expended, and while no accounts have yet been submitted for the current fiscal year, it is thought there will be a substantial amount unexpended out of the appropriation for 1932. Therefore the committee has reduced the Budget estimate by $3,000 and recommends that the Congress appropriate $3,000 for this purpose for the fiscal year 1933.

DEPARTMENT OF JUSTICE

There is recommended for the Department of Justice a total of $50,751,275, a decrease under this year of $477,926, and a decrease of $3,149,089 under the Budget estimates. The following table shows the appropriations for the fiscal year 1932, the Budget estimates for 1933, and the committee's recommendations, under four major heads:
