TO AMEND CHAPTER 15 OF THE CODE OF LAW FOR THE DISTRICT OF COLUMBIA RELATING TO THE CONDEMNATION OF LAND FOR PUBLIC USE

Mr. PALMISANO, from the Committee on the District of Columbia, submitted the following

REPORT

[To accompany H. R. 5651]

The Committee on the District of Columbia, to whom was referred the bill (H. R. 5651) to amend chapter 15 of the Code of Law for the District of Columbia relating to the condemnation of land for public use, having considered the same, report it back to the House with the following amendments:

Page 3, line 12, strike out the word "exceed" and insert the words. "increase or reduce" in lieu thereof.

Page 3, line 15, strike out the words "the deficiency" and insert the words "such award" in lieu thereof.

As amended, the committee recommends that the bill do pass. The purpose of the bill and the necessity for the proposed legislation is set forth in a letter from the Commissioners of the District of Columbia, copy of which is here to appended, and made part of this report.

DEAR MADAM: The Commissioners of the District of Columbia have the honor to inclose herewith draft of a bill entitled “A bill to amend chapter 15 of the Code of Law for the District of Columbia, relating to the condemnation of land for public use, ," and to request its introduction and enactment.

This bill follows nearly word for word section 10 of an act to provide for the acquisition of land in the District of Columbia for the use of the United States, which was approved by Congress March 1, 1929, Public No. 867, Seventieth Congress.

There have been instances in the past, and there will undoubtedly be instances in the future, where the immediate acquisition of land for public purpos s is imperative. A public project of vast importance may be delayed for any months under existing law while technical points are being litigated through the various courts, and during that litigation the District is powerless to pro eed because of its inability to obtain possession of the desired land. This s. me situation confronted the United States in its present building program and the act of March 1, 1929, was passed.

It is felt that the District of Columbia will have but few occasions to make use of the provisions of this act, but that it is of utmost importance to have available the benefits of its provisions in the case of necessity.

BRIDGE ACROSS THE PECATONICA RIVER AT HARRISON, ILL.

Mr. IGOE, from the Committee on Interstate and Foreign Commerce, submitted the following

REPORT

[To accompany H. R. 8163]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 8163) granting the consent of Congress to the State of Illinois to construct a free highway bridge across the Pecatonica River at Harrison, in Winnebago County, State of Illinois, having considered and amended the same, report thereon with a recommendation that it pass.

Amend the bill as follows:

Page 1, line 9, after the word "of" strike out the word "the" and insert the word "an" in lieu thereof.

Amend the title so as to read:

A bill granting the consent of Congress to the State of Illinois to construct, maintain, and operate a free highway bridge across the Pecatonica River at Harrison, in Winnebago County, State of Illinois.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.

So far as the interests committeed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill (H. R. 8163, 72d Cong., 1st sess.) granting the consent of Congress to the State of Illinois to construct a free highway bridge across the Pecatonica River at Harrison, in Winnebago County, State of Illinois.

DEAR MR. RAYBURN: Careful consideration has been given to the bill (H. R. 8163) transmitted with your letter of January 22, 1932, with request for a report thereon and such views relative thereto as the department might desire to communicate.

This bill would authorize the State of Illinois to construct, maintain, and operate a free highway bridge and approaches thereto across the Pecatonica River at Harrison, Ill., in section 14, township 28 north, range 11 east, fourth principal meridian. The location indicated for the proposed bridge is not on the system of Federal-aid highways. Favorable action on the bill is recommended.

Amend the bill as follows:

Amend the title so as to read:
