The Special Subcommittee on the Utilization of Scientific Manpower met, pursuant to call, at 10 a.m., in the Metropolitan Water District Building board room, Los Angeles, Calif. Senator Nelson, chairman of the special subcommittee, presiding.

Committee staff present: Roy H. Millenson, minority clerk, Senate Labor and Public Welfare Committee, and William Spring, legislative assistant to Senator Nelson.

Senator NELSON. The subcommittee will come to order. This subcommittee will be happy to hear from Robert A. Skinner, general manager of the Metropolitan Water District of Southern California, our host.

Mr. SKINNER. Senator Nelson, distinguished guests, and gentlemen, it is a pleasure for the metropolitan water district to make these quarters available for the hearing. It is certainly a real opportunity to have you all here, and we want to extend the most hearty welcome.

I think Governor Brown told me this is the first time he had seen our quarters, and certainly this is a signal opportunity, Governor, and we are glad to welcome you and Senator Nelson. Thanks very much. Senator NELSON. We appreciate your graciousness in permitting us to use your building here today. I thank you very much.

It is a great pleasure to be here in Los Angeles and to welcome all of you to this hearing on S. 2662, the Scientific Manpower Utilization Act.

Mr. NELSON (for himself, Mr. CLARK, and Mr. RANDOLPH) introduced the following bill; which was read twice and referred to the Committee on Labor and Public Welfare

A BILL

To mobilize and utilize the scientific and engineering manpower of the Nation to employ systems analysis and systems engineering to help to fully employ the Nation's manpower resources to solve national problems.

Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That this Act may be cited as the "Scientific Manpower 4 Utilization Act of 1965".

SEC. 2. It is the purpose of this Act to facilitate and 6 encourage the utilization of the scientific, engineering, and 7 technical resources of the Nation in meeting urgent problems 8 facing the Nation or localities within the Nation, by pro9 moting the application of systems analysis and systems engi

1 neering approaches to such problems. The problems re2 ferred to in the preceding sentence include, but are not limited

3 to, problems in the area of education, unemployment, wel4 fare, crime, juvenile delinquency, air pollution, housing, 5 transportation, and waste disposal.

SEC. 3. The Secretary of Labor (hereinafter referred to 7 as the "Secretary") shall carry out the purposes of this

8 Act by

(1) making appropriate grants to States, and

(2) by entering into appropriate arrangements

(whether through grants or contracts, or through other

12 agreements) with universities or other public or private

14 for the purpose of causing the systems analysis and systems 15 engineering approaches to be applied to national or local 16 problems of types which the Secretary, by regulations, 17 designates as being within the purview of this Act. 18 SEC. 4. (a) Any grant made under section 3 to a State 19 shall be used only for the purpose for which the grant was 20 made, and may be used by the State for such purpose 21 directly, or through the State's entering into appropriate 22 arrangements for the carrying out of such purpose (whether 23 through grants or contracts, or through other agreements) 24 with universities or other public or private institutions or 25 organizations.

1 (b) No grant under this Act shall be made to a State

2 unless the Secretary finds that—

(1) the knowledge and experience expected to be gained from the employment of such grant would have substantial relevance to problems within the purview of this Act which exist in other States;

(2) the State has presented a plan setting forth in detail the purposes for and manner in which such grant is to be used, together with the objectives expected to be achieved from the use of such grant;

(3) the State has designated an officer or agency of the State who has responsibility and authority for the administration of the program in which such grant is to be employed; and

(4) the State agrees fully to make available to the Federal Government and to other States (and political subdivisions thereof) data and information regarding the

employment of such grant and the findings and results stemming therefrom.

(c) There shall not be granted to any State under this 21 Act amounts the aggregate of which exceed 20 per centum 22 of the aggregate of the amounts which have been appro23 priated to carry out this Act at the time amounts are granted to such State hereunder.

(d) Two or more States may combine to apply for one

1 or more grants jointly to carry out the purposes of this Act 2 with respect to one or more of the problems which they have 3 in common and which are within the purview of this Act, 4 and in any such case, the provisions of subsection (b) shall 5 be deemed to require the submission of a joint plan for the 6 utilization of the grant and the designation of one or more 7 officers or agencies having responsibility and authority to carry out the joint plan. Each State participating in such

a joint plan shall be deemed, for purposes of subsection (c), to have received an amount equal to the amount produced

by dividing the amount of the grant received to carry out 12 such plan by the number of States participating in such plan. SEC. 5. The Secretary, in awarding grants to States and 14 in entering into arrangements with universities or other pub15 lic or private institutions or organizations, shall follow pro16 cedures established by him for the purpose of assuring that 17 the grants or other expenditures made to carry out the pur18 poses of this Act will be equitably distributed among the 19 various major geographic regions of the Nation.

20 SEC. 6. For the purpose of making the grants and enter21 ing into the other arrangements provided under section 3 of 22 this Act, there is hereby authorized to be appropriated, with-23 out fiscal year limitation, not more than $125,000,000.
