1 Education shall serve as permanent members of the Com2 mittee. There shall be four other members of the Com3 mittee who shall be appointed by the Administrator. Such 4 appointees shall serve for a period of three years and shall 5 be eligible for reappointment.

"(b) It shall be the function of the Committee to con7 sult with and advise the Administrator on matters regarding 8 the administration of this subchapter."

9 SEC. 2. The section analysis at the beginning of chapter 10 81 of title 38, United States Code, is amended by adding at 11 the end thereof the following:

“5052. Authorizing cooperative medical programs.

AN ACT

To amend title 38, United States Code, to set aside funds for research into spinal cord injuries and diseases.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That section 216 (a) (3) of title 38, United States Code, is 4 amended by adding at the end thereof the following: "For 5 each fiscal year in the period beginning July 1, 1965, and 6 ending June 30, 1971, the Administrator shall set aside not 7 less than $100,000 of such appropriated funds for the con8 duct of research into spinal cord injuries and diseases, and 9 other disabilities that lead to paralysis of the lower 10 extremities."

AN ACT

To amend title 38 of the United States Code to clarify the responsibility of the Veterans' Administration with respect to the training and education of the health service personnel. 1 Be it enacted by the Senate and House of Representa 2 tives of the United States of America in Congress assembled. 3 That section 4101 of title 38, United States Code, is 4 amended by inserting "(a)" immediately before the first 5 sentence and by adding at the end thereof the following new subsection:

"(b) In order to more effectively carry out the func8 tions imposed on the Department of Medicine and Surgery 9 by subsection (a) of this section, the Administrator, acting 10 in cooperation with schools of medicine, dentistry, osteopathy,

1 and nursing; other institutions of higher education; medical 2 centers; hospitals; and such other public or nonprofit agen3 cies, institutions, or organizations as the Administrator deems 4 appropriate, shall carry out a program of training and educa5 tion of health service personnel."

SEC. 2. (a) Section 4112 of title 38, United States Code, 7 is amended (1) by amending the subheading thereof to read 8 "§ 4112. Advisory bodies", (2) by inserting "(a)" imme9 diately before the first sentence thereof, and (3) by adding 10 at the end thereof the following new subsection:

11 "(b) In each case where the Administrator has a con12 tract or agreement with any school, institution of higher 13 learning, medical center, hospital, or other public or non14 profit agency, institution, or organization, for the training or 15 education of health service personnel, he shall establish an 16 advisory committee (that is, deans committee, medical ad17 visory committee or the like). Such advisory committee 18 shall advise the Administrator and the Chief Medical Director 19 with respect to policy matters arising in connection with, 20 and the operation of, the program with respect to which it was appointed and may be established on an institutionwide, 22 multidisciplinary, basis or on a regional basis whenever such 23 is found to be feasible. Members of each such advisory com24 mittee shall be appointed by the Administrator and shall 25 include personnel of the Veterans' Administration and of the

1 entity with which the Administrator has entered into such

2 contract or agreement. The number of members and terms

3 of members of each advisory committee shall be prescribed 4 by the Administrator."

(b) The analysis of chapter 73 of title 38, United States Code, is amended by striking out "Medical Advisory Group"

7 and inserting in lieu thereof "Advisory bodies".
