The purpose of the Energy Research and Development Administration (ERDA) is to reorganize and consolidate Federal activities relating to research and development on the various sources of energy in order to develop and increase the efficiency and reliability of the use of all energy sources to meet the needs of present and future generations, to increase the productivity of the national economy and strengthen its position in regard to international trade, to make the Nation self-sufficient in energy, to advance the goals of restoring, protecting, and enhancing environmental quality, and to assure public health and safety.

The Energy Research and Development Administration was established by the Energy Reorganization Act of 1974 (88 Stat. 1234; 42 U.S.C. 5811). The Energy Research and Development Administration was activated on January 19, 1975, by Executive Order 11834 of January 15, 1975. Additional responsibilities were assigned to ERDA by the Federal Nonnuclear Energy Research and Development Act of 1974 (88 Stat. 1878); the Solar Heating and Cooling Demonstration Act of 1974 (88 Stat. 1069); the Solar Energy Research, Development, and Demonstration Act of 1974 (88 Stat. 1431); and the Geothermal Energy Research, Development, and Demonstration Act of 1974 (88 Stat. 1079). The Energy Reorganization Act brought together into ERDA functions of the Department of Interior related to coal research, energy research centers, and underground electric power transmission research; functions of the National Science Foundation related

Development, and Demonstration Act, had temporarily been assigned to the National Science Foundation, the Department of Housing and Urban Development, the Federal Power Commission, the National Aeronautics and Space Administration, and the Federal Energy Administration.

Activities

The energy acts listed above contain requirements which direct ERDA to encourage and conduct research and development, including demonstration of commercial feasibility and practical applications of the extraction, conversion, storage, transmission, and utilization phases related to the development and use of energy from fossil, nuclear, solar, geothermal, and other energy sources. ERDA is also required to utilize the facilities and capabilities of Federal agencies, national laboratories, universities, nonprofit organizations, industrial and other non-Federal entities for energy research, develop

ERDA is undertaking national solar energy research, development, and demonstration projects, including specific energy technologies of direct solar heat, thermal energy conversion of cellulose and other organic materials, including wastes; photovoltaic and other direct conversion processes; sea thermal gradient conversion; windpower conversion; solar heating and cooling; and energy storage. taking a comprehensive program of development and demonstration of solar heating systems and solar heating and cooling systems, working with the Secretary of Housing and Urban Development, the Secretary of Defense, the Director of the National Bureau of Standards, the Administrator of the General Services Administration, and other Federal agencies and private organizations. ERDA is also undertaking a national geothermal energy research, development and demonstration project, including the determination and evaluation of the resource base; research and development with respect, to exploration, extraction, and utilization technologies, and demonstration of technologies.

Comprehensive program reports were made to Congress during the 1976 calendar year.

The purpose of the Environmental Protection Agency (EPA) is to protect and enhance our environment today and for future generations to the fullest extent possible under the laws enacted by Congress. The Agency's mission is to contro! and abate pollution in the areas of air, water, solid waste, pesticides, noise, and radiation. EPA's mandate is to mount an integrated, coordinated attack on environmental pollution in cooperation with State and local governments.

The Environmental Protection Agency was established in the executive branch as an independent agency pursuant to Reorganization Plan No. 3 of 1970, effective December 2, 1970.
