[For the Department of the Navy statement of organization, see Code of Federal Regulations, Title 32, Part 700] The primary mission of the Navy is to protect the United States, as directed by the President or the Secretary of Defense, by the effective prosecution of war at sea including, with its Marine Corps component, the seizure or defense of advanced naval bases; to support, as required, the forces of all military departments of the United States; and maintain freedom of the seas. The United States Navy was founded on October 13, 1775, when Congress enacted the first legislation creating the Continental Navy of the American Revolution. The Department of the Navy and the Office of Secretary of the Navy were established by act of Congress approved April 30, 1798 (1 Stat. 553; 10 U.S.C. 5011, 5031). For 9 years prior to that date, by an act of Congress approved August 7, 1789 (1 Stat. 49), the conduct of naval affairs was under the Secretary of War. The National Security Act Amendments of 1949 established the Department of Defense as an executive department of the Federal Government, and provided that the Department of the Navy be a military department within the Department of Defense (63 Stat. 578). The Secretary of the Navy is appointed by the President as the head of the Department of the Navy, and is responsible to the Secretary of Defense for the operation and efficiency of the Navy (10 U.S.C. 5031). The organization of the Department of the Navy is reflected in the organization chart and personnel listing. The Department of the Navy includes the U.S. Coast Guard when it is operating as a Service in the Navy. Office of the Secretary of the Navy The Secretary of the Navy is the During the temporary absence of the Secretary of the Navy, the Under Secretary of the Navy is next in succession to act as the Secretary of the Navy. The Under Secretary functions as deputy and principal assistant to the Secretary, and acts with full authority of the Secretary in the general management of the Department. Civilian Executive Assistants The Civilian Executive Assistants to the Secretary are the principal advisers and assistants to the Secretary of the Navy on the administration of the affairs of the Department of the Navy as a whole and are assigned departmentwide responsibilities for areas which are essential to the efficient administration of the Department of the Navy. The Civilian Executive Assistants are the Assistant Secretaries of the Navy for Financial Management, Installations and Logistics, Manpower and Reserve Affairs, and Research and Development. The Assistant Secretary of the Navy for Financial Management also serves as the Comptroller of the Navy. |
