Dr. VAN KIRK. The position of the Federal Council of Churches is that the discrimination now embodied in our legislation should be removed with regard to those peoples with which our Nation is now at peace. That would not include the Japanese.

Mr. ALLEN. You do not go so far as to say we should do it as to all Asiatics?

Dr. VAN KIRK. No. So far as we are at peace with these people. Mr. MASON. To clarify it, I think the Doctor means that after we are at peace with Japan, then naturally they would have the same standing, with respect to Japanese exclusion, as the Chinese or the Indians?

Dr. VAN KIRK. That is right.

Mr. MASON. In other words, after the war is over, you would want us to admit the Japanese also?

Dr. VAN KIRK. I should want to cross that bridge when I came to it and consider the situation that existed at that time and the conditions under which the peace had been reestablished between ourselves and Japan. I would not want to speculate with regard to possible action in the future. As that action is related to Japan, it would compromise the validity of one's testimony with regard to the specific legislation now being considered by the committee.

The CHAIRMAN. So far as I am concerned, I would not want to see a quota for Japan for the next thousand years.

Dr. VAN KIRK. That is not under discussion.

The CHAIRMAN. That goes for the Germans, too. I think something should be done about cutting the German quota.

Mr. FISHER. Mr. Chairman, may I ask a question?

The CHAIRMAN. Mr. Fisher.

Mr. FISHER. Doctor, you stated in your prepared statement that you do not favor relaxing the quota system that now exists, except that you want to see it changed as it pertains to the Asiatics, is that correct?

Dr. VAN KIRK. We are not now discussing the matter as to whether the quotas should be increased or decreased. That is the point I am trying to make. I am not suggesting that the quotas be increased. I am only asking that within the framework of our existing quota system, that this principle of discrimination be removed.

Mr. FISHER. I understand you to state in your prepared statement something about the attitude of your organization.

Dr. VAN KIRK. The Federal Council does not ask that our immigration restrictions against peoples of other countries be relaxed. That is not what we are saying. We are not proposing that at all. We are simply asking that under such restrictions as may be in force, and within the framework of the quota system, that this principle of discrimination be removed.

Mr. FISHER. Since that subject has been brought up by you, and also the chairman, there are a number of proposals now pending to cut the general quotas down 50 or 75 percent for a limited period of time during the transition period after the war, when everybody will be looking for jobs and the veterans will be coming back looking for jobs. Would you be in position to express the views of these organizations, or your own, as to whether that would be a good thing or not?

Dr. VAN KIRK. I do not wish to make a statement in regard to that this morning. I appear here only under the authority of our executive council to speak to this particular matter.

Mr. FISHER. With respect to your own personal view?

Dr. VAN KIRK. I am not enough of an authority to express judgment that would be of value to the guidance of this committee. What I am convinced of in my own mind is that this insufferable discriminatory legislation must be removed. And I am not here to say whether the quotas should be this figure or some other figure.

Mr. FISHER. But you would be opposed to permitting immigrants in any appreciable number coming in and competing with returning veterans for jobs?

Dr. VAN KIRK. In principle, I would support that observation, sir. Mr. FISHER. That is all.

STATEMENT OF JOHN B. CHEVALIER, SECRETARY, AMERICAN ASIATIC ASSOCIATION

Mr. CHEVALIER. I am happy to stand before your distinguished committee, sir, as a mark of respect to you and to our Government. I came to Washington to represent the American Asiatic Association, which was formed in 1898 in New York, to study our relations with Asiatic countries, chiefly economic relations.

I want to say that Mr. V. A. Dodge, of Dodge & Seymour, in New York, came down to Washington to appear before you, also representing this association. Mr. Vernon L. Whitney, who is vice president of the association, wished me to express his regret to your committee that he could not come here today. Mr. Whitney was in business in Calcutta for 25 years, and we consider him certainly the spiritual descendant of our late vice president, Charles Page Perin, who built the Tata Steel Works.

I have brought with me a list of our members. We have about 150 members. They are chiefly men whose names are well known as managing important American business interests in the Far East. 1 lay that before you.
