At a meeting held August 21st, 1913, the Committee declared that "the Rev. Charles Steele Davidson has abandoned the Communion of this Church by an open renunciation of the Doctrine, Discipline and Worship of this Church; and recommended that the Episcopal authority act under Section II of Canon 32, and let the Rev. Mr. Davidson be tried under charges now lying before the Ecclesiastical Court already appointed."

Rev. Chiswell Dabney offered the following resolution, which, on motion, was referred to the Committee on Apportionments:

Resolved, That the present rule for apportioning the apportionment for both Diocesan and General Missions be amended as follows: That the Committee on General Apportionment and Diocesan Apportionment be required to base their estimates for same, for all Churches receiving no aid from the Diocesan or General Missionary Societies, upon the double basis of running

expenses and number of communicants for all Churches in the Missionary class, to-wit: those helped by stipends either from the Diocesan Missionary Society or the General Missionary Society be assessed upon the basis of their running expenses. That a certain per cent. be fixed for each class, which shall be uniform throughout the Diocese.

The Rev. G. Otis Mead offered the following resolution, which on motion, was referred to the Committee on Apportionments:

Since there are so many different funds in the Diocese that it is confusing to the laity, and since in many dioceses there has been adopted a plan of getting up a budget for all the expenses of the diocese:

Be it resolved, That this Council appoint a committee to take this matter into consideration and make up an approximate budget and present the same to this meeting of the Council for consideration.

On motion of Rev. A. C. Thomson, the Committee on Missionary Apportionments and the Committee on Apportionment of Diocesan Expenses are requested to hold a joint meeting and consider the basis of all the apportionments of funds to the Churches of the Diocese.

Rev. Wm. A. Brown presented the following resolution from the Norfolk Convocation, which was carried:

Inasmuch as some confusion is caused among both Clergy and Laity on account of the various Treasurers of Diocesan Funds closing their annual accounts at different times in the year, viz.: Treasurers of Parishes and Missions on May 1st; Treasurers of Diocesan Missions April 1st and Treasurers of the Diocese June 1st,

Therefore be it resolved, That hereafter all Treasurers reporting to Council shall be required to close their annual accounts on May 1st of each year.

The Rev. C. B. Bryan, D. D., offered the following, which was adopted:

Resolved, That the Secretary of the Diocese be authorized to change the form of publishing the statistics in the back of the Journal in such way as shall seem to him advantageous, the form of the body of the Journal remaining as at present.

On motion Council adjourned.

The Rev. E. P. Dandridge presented the following report of the Committee on Sunday Schools. The resolution, No. 1, was referred to the Finance Committee, and the other resolutions were adopted.

REPORT OF THE SUNDAY SCHOOL COMMISSION

Your Commission met in Petersburg on November 20th, 1913. Rev. E. P. Dandridge was elected President, Rev. David W. Howard, Secretary and Treasurer. The Secretary was requested to have embodied in the Parochial Reports published in the Journol of the Council the names of the Superintendents of all Sunday Schools. The Secretary was also requested to prepare and send to all rectors in the Diocese, and to Senior Wardens of vacant Churches, a letter, 1st. Asking for a report of the Sunday School, for which a blank was provided;

2d. Urging co-operation in the existing Sunday School Institutes and the formation of new institutes where none exist;

3d. Calling attention to the apportionment of five cents per scholar, approved by the Council, for raising this Diocese's portion of the salaries of Dr. Mittman and the Rev. Mr. Gardner, and asking that these amounts be forwarded to the Treasurer of the Commission. This letter was sent out in January. Only fortythree replies were received by the Secretary.

It was also resolved to send a letter to each of the Rectors and Sunday School Superintendents in the Diocese, recommending the attendance of Sunday School Teachers at the Summer Normal Schools to be held at Roanoke and Norfolk.

Arrangements for the Sunday School service at the meeting of the Council were left in charge of the officers of the Commission.

Your Commission begs leave to call thankful attention to these Summer Schools, and to urge upon all persons interested in the development and improvement of our Sunday School work their attendance and hearty co-operation. In many ways these Summer Normals are the best things that have been done for the Sunday School work of the Diocese outside of the regular labors of the teachers in their own work.

We would call especial attention to the following facts:

First: That in the cities our Sunday Schools are unnecessarily small, especially in their adult departments, and have not sufficient touch with one another. We can learn from our Methodist and Baptist brethren the value and stimulus of co-operation and united Sunday School services. In cities where there are more than one Sunday School we believe that much good can be done by having at least four union Sunday School services a year.

Second: In the country our Sunday Schools are isolated from one another, and their workers are often disheartened. Some congregations are entirely without Sunday Schools. In such conditions the first thing needed is not systematic grading and modernizing of methods, but stimulation of interest and enthusiasm. This, we believe, can be accomplished by the individual ministers and workers by organizing and developing the Home Department, and by annual gatherings of those Sunday School workers in a county or other convenient area, in which social intercourse and round-table discussions should be prominent features. These can, as circumstances require, be developed into more systematic institutes. The chief and most difficult thing is to overcome inertia and parochialism, and to this end we would make an earnest appeal to the ministers of the Diocese.

Third: The Sunday Schools of the Diocese have pitiably failed to bear their part in providing the salaries of Dr. Mittman and Mr. Gardner. The amount apportioned to Southern Virginia for this purpose is $433.25. There has been received $171,50, of which $100.00 has been paid Dr. Mittman; $50.00 to Mr. Gardner. leaving $21.50 yet to be paid out and $261.75 unprovided.

We offer the following resolution:

Minutes.

First: That the amount apportioned to the Diocese for the salaries of Dr. Mittman and Mr. Gardner be assumed as a Diocesan obligation.

Second: That the names of all Sunday School Superintendents be printed in the Journal of the Council.

Third: That the standard of excellence in Sunday Schools adopted by the Council last year be re-printed in this year's Journal.

Fourth: That the Commission be continued with such changes in personel as the Council may deem wise.

Fifth: That the usual appropriation of $100.00 be made to the Commission for the carrying on of its work.
