It having been found that forty-eight of the Clergy and thirty-five Lay Delegates were present, the Bishop declared the Council organized.

The Rev. F. H. Craighill offered the following program for the sessions of Council, which was adopted.

On motion of Judge Legh R. Watts, the Rules of Order of the last Council were adopted as the Rules of Order for this Council.

By request of the Bishop the Secretary then read the following Committees as appointed by the Bishop:
