DEAR MR PARKER: Careful consideration has been given to the bill (H. R. 11228) transmitted with your letter of April 1 with request for a report thereon and such views relative thereto as the department might desire to communicate. This bill would authorize the State of Illinois to construct, maintain, and operate a bridge and approaches thereto across the Rock River at a point in section 16, township 17 north, range 1 west, fourth principal meridian, south of Moline, State of Illinois. The location indicated for the proposed bridge is on the system of Federal-aid highways approved for Illinois. Favorable action on the bill is recommended.

Mr. DALE, from the Committee on Commerce, submitted the following

The Committee on Commerce, to whom was referred the bill (H. R. 11240) to extend the times for commencing and completing the construction of a bridge across the Monongahela River at Pittsburgh, Allegheny County, Pa., having considered the same, report favorably thereon, and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture, as will appear by the annexed House Report No. 1174, which is made a part of this report.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 11240) to extend the times for commencing and completing the construction of a bridge across the Monongahela River at Pittsburgh, Allegheny County, Pa., having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill H. R. 11240, Seventy-first Congress, second session, to extend the times for commencing and completing the construction of a bridge across the Monongahela River at Pittsburgh, Allegheny County, Pa.

This bill would extend for one and three years, respectively, from February 13, 1930, the times for commencing and completing the construction of the bridge across the Monongahela River about 1.5 miles above its junction with the Allegheny River in the city of Pittsburgh, county of Allegheny, State of Pennsylvania, authorized by act of Congress approved February 13, 1929, to be built by the county of Allegheny. Favorable action on the bill is recommended. Sincerely,

AN ACT Granting the consent of Congress to the county of Allegheny, Pennsylvania, to construct, maintain, and operate a free highway bridge across the Monongahela River, in the city of Pittsburgh, Allegheny County, Pennsylvania

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the consent of Congress is hereby granted to the county of Allegheny, in the Commonwealth of Pennsylvania, to construct, maintain, and operate a free highway bridge and approaches thereto across the Monongahela River, at a point suitable to the interests of navigation, approximately one and five-tenths miles above its junction with the Allegheny River, in the city of Pittsburgh, county of Allegheny, and State of Pennsylvania, in accordance with the provisions of the act entitled "An act to regulate the construction of bridges over navigable waters," approved March 23, 1906.

SEC. 2. That the right to alter, amend, or repeal this act is hereby expressly reserved.

R. 11430) granting the consent of Congress to the State of New York to construct, maintain, and operate a highway bridge across the Hudson River at or near Catskill, Greene County, N. Y., having considered the same, report favorably thereon, and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture, as will appear by the annexed House Report No. 1177, which is made a part of this report.
