CHAIRMAN: Pursuant to your authority, and in my capacity as chairman of the standing Subcommittee on Improvements in Judicial Machinery, I transmit herewith for publication as a committee document a compilation of agencies and subagencies of the executive branch of the Government which publish, enforce, or adhere to rules of practice and procedure with respect to hearings, adjudications, or licensing, with citations showing where such published rules are to be found. As I pointed out in our discussion of this matter, it appears that many of these rules never have been incorporated in the Code of Federal Regulations. This compilation, therefore, has considerable value and presumably will be in substantial demand by attorneys, particularly those practicing before administrative agencies of the Federal Government. Credit for this compilation should be given to the American Law Division of the Legislative Reference Service, Library of Congress, which did the research work at my request.
