This activity includes all work performed and expenses incurred (1) by the Commissioner and Regional Commissioners of the Service and their immediate secretaries in the overall administration and enforcement of the Immigration and Nationality Laws, and (2) by the other Service employees whose services and functions are of an administrative nature and are performed to facilitate the program activities of the Service. Specific work under this classification consists of that relating to personnel, budget, finance, statistics, procurement and property management, duplicating, and organization and methods.

Previous Year Performance

Accounting. The realignment and conversion of object classifications as prescribed by the
Bureau of Budget was effected during the fiscal year. Also, accounting instructions were prepared
for the monthly reporting of financial transaction to the Treasury Department. A comprehensive
audit was conducted in the Northeast Regional Office.

Reports Control. The reports control system continues to eliminate and to standardize procedures.
89 new reports were authorized in the fiscal year 1961. 17 of these were recurring reports, and 72
were one-time reports. 10 recurring reports were cancelled. There were 143 recu rring reports in existence

at the end of the fiscal year.

Forms Control. A comprehensive review of all Regional, Central office, and I, N, and G forms

was made during the year. The review resulted in the elimination of 109 forms. New programs and im-
provements in procedures called for the creation of 142 new forms including 32 I, N, and G forms. At
the end of the fiscal year there were 557 I, N, and G forms.

A system of limiting revisions of forms to two periods of the year (corresponding to form
requisition periods) has effected important savings. Since existing stocks of forms must be destroyed
when the form is revised, the new system generally does not permit a form revision until stocks are

Work simplification projects have been carried on in every major office

of the Service. Several hundred projects were completed throughout the Service during the fiscal year

1961.

Work simplification projects ranged from simplifying record-keeping in New York to processing
laborers at Bracero Centers in Mexico.

was continued this year.

Incentive Awards. During the fiscal year 1961, 880 contributions of all types were received. 362 contributions were approved. 266 cash awards, were made in recognition

of

33 accepted suggestions, 181 sustained superior performances, and 52 special acts. Honorary awards, without cash, totaled 96. Approximately 900 other awards in the form of certificates of achievement were given to deserving employees.
