COMMISSION ON ORGANIZATION OF THE DEAR SIRS: We are pleased to submit our final report on the management organization and administrative policies of the Post Office Department, based on work started for the Commission January 5, 1948. Under the terms of contract OE-2, the Commission was to be provided, on or about August 1, 1948, with a comprehensive report of findings and recommendations for a constructive program for the improvement of the top management organization structure and procedures, and of the general administration of the Post Office Department. Such a report was submitted on August 3, 1948, as a semifinal draft, and, with authority from the Commission, has since been supplemented with certain data not available at that time. The semifinal draft and the supplemental data have been consolidated in this final report. During the period January 5 to August 3, 13 oral reports of progress were made to representatives of the Commission, and 1 report of findings was presented at a meeting of Commissioners. Moreover, considerable time was spent in coordinating work on postal affairs with that of other task forces of the Commission. Each month, beginning February 16, a written summary of accomplishments during the previous period was submitted to the Executive Director.
