In presenting and closing this report, I have nothing but gratitude to offer to the Department officers for their uniform kindness and many encouraging letters and appreciation of my effort to assist them. And to you, Mrs. President, I desire to express my sincere thanks for the confidence reposed in me, in the appointment to this honorable and responsible position. If I have in any manner merited this confidence, then I am abundantly rewarded. It is with regret that our many years of official relations are so soon to be severed. Our daily meeting and consulting together has but strengthened that bond of friendship that had its beginning years ago in the Corps room.
