18. That all bills should be presented by the Secretary to the Corps for approval, save those coming under the jurisdiction of committees. After acceptance, bills shall be filed with the Treasurer or Secretary, as the Department may legislate.

19. That a single member of the Auditing Committee has not the right to audit the books of the Treasurer. A majority of the committee is necessary.

20. That the President has the right to appoint special committees for special purposes.

That a Corps, Department or National President cannot reprove or officially reprimand an officer or member, unless it is authorized by the verdict of a court of inquiry. Every member of the Order is deemed innocent until proven guilty.

22. That Corps members can receive the password from their Corps President only.

23. That applications for charter contain the same questions that are asked on applications for membership.

24. That the resolution in regard to having separate cottages in every State for insane soldiers is worthy of consideration.

25. That a Department Council is a subordinate body. All their proceedings must be submitted to the Department Convention to be legalized, or they have no force or standing in law.

26. That a Department Convention is a subordinate body, and cannot pass by-laws contrary to Rules and Regulations or Service Book.

27. That a Post Commander or Past Post Commander may install the newly-elected officers of a Corps if selected by the officers to be installed and detailed by the Department President for the duty. This is authorized by the Service Book.

That a Department President cannot send an Installing Officer not chosen by the newly-elected officers.

29. That all members are on an equality in the Woman's Relief Corps and are eligible to any office; and when commissioned by the Department President to install the officers of a Corps, she becomes an officer by appointment.

30. That a Past President, joining another Corps by transfer, is carried on the roster of the Corps she served when she won the right to a seat in Department Convention. Her name is also carried on the roster of the Corps she has joined by transfer,

- not as a Past President, but as a member. In brief, she represents the work in the Department by virtue of honors earned in the Corps, and is carried on their roster as a Past Corps President. The Corps she joined by transfer vouches as to her good standing as a member..

31. That an officer against whom charges have been preferred does not lose her honors until she is proven guilty by a court of inquiry.

32. A member taking a transfer card from a Corps whose charter has been revoked, and depositing it in another Corps, entirely severs her connection with the Corps whose charter is revoked. Should charter be restored, she could be re-admitted only by transfer in regular manner.

33. That the Rituals of our Order are the property of the Corps; they cannot be sold to Past Corps Presidents or given away.

34. That children over two years of age cannot be admitted to Corps meetings.

35. That the incoming National President use her prerogative and place the Detached Corps of Potomac in the Department of Potomac.

36. That the words through transfer" on page 34, new Ritual, be stricken out.

37. That legislation enacted at the Eighth National Convention, contrary to the eligibility clause of membership in the Woman's Relief Corps, be annulled.

38. That the Red Book be published by the National Woman's Relief Corps, and that the sum of $200 be paid Annie Wittenmyer for her work in compiling the book.

39. That the incoming National President order in all Red Books previously issued.

40.

That the National President inquire into the condition of the Corps of North and South Dakota, and take such steps as may be necessary to relieve the burden of per capita tax, in part or whole, until such time as they may be self-supporting.

41.

That it be left for the National President to confer with the National Council as to the amount to be appropriated in aid of Anna Ella Carroll, the sum not to be fixed by this Convention.

42. That the National and Department Presidents, W.R.C., call upon the Relief Corps for Memorial Day offerings on behalf of the Southern comrades, G.A.R., for the decoration of soldiers' graves in the National cemeteries and on the battle-fields.

43. That the National President, in General Orders, may present the call of the Board of Trustees, Department of Georgia, G. A. R. (headquarters at Macon), for the improvement of the Andersonville prison property; so that any Corps desiring to aid in this worthy object may do so.

44. That every Corps Chaplain's report shall be in Department Chaplain's hands by June 10, and Department Chaplain's report in National Chaplain's hands by June 20.

45. That the words "act for them ad interim" be eliminated from Chaps. III. and IV., Art. VI., Sect. 10, of Rules and Regulations.

46. That to Chap. V., Art. IV., Sect. 1 (arrearages), be added, "The amount of dues thus remitted shall be paid directly to the member, and she shall pay it to the Treasurer in the regular order, that both transactions may be carried on the Treasurer's books."

47. That to Sect. 8, Art. II., Chap. II., of Rules and Regulations, be added, "A member thus received shall be granted a transfer card signed by the Department President and Secretary, bearing same date as initiation."

48. That to Sect. 4, Art. VII., Chap. V., Rules and Regulations be added, "And shall be read before the Corps at a regular meeting, notice of such charges being entertained having been given at the last meeting of the Corps. Charges must be sustained by a majority vote of the Corps, and expenses of the Court of Inquiry borne by the Corps."

49. That the words "at a subsequent meeting" be stricken out of Art. II., Sect. 5, Chap. II., Rules and Regulations.

50. That Department Treasurers be entitled to representation in National Convention by "virtue of office."

That in Sect. 2, Art. I., Chap. II., the words “signed application for Charter" be substituted for the words "paid admission fee."

52.

That time of inspection is now changed so as to include September, October and November.

53. That to Sect. 1, Art. V., Chap. V., be added “that Department Inspectors' reports be sent not later than March 1."

UNOFFICIAL PROCEEDINGS.

The City of Detroit was undoubtedly "given over" to the Grand Army of the Republic during the week of its Twenty-fifth National Encampment, but a cordial welcome was also extended to the National Woman's Relief Corps, and arrangements for the entertainment of the delegates to the Ninth National Convention were most complete and satisfactory. The display of bunting was unlimited, and designs in electric lights, flowers and growing plants were found occupying every possible space, and testified to the completeness of the preparations made for our entertainment. In all the decorations of public buildings and parks, as well as private residences and lawns, the badge of the Woman's Relief Corps occupied positions of prominence and honor; and at the camp fires its representatives were received with enthusiasm.

The elegantly furnished "Parlor A," in Hotel Cadillac, was National Headquarters, W. R. C. The thoughtful kindness of Fairbanks Corps No. 10 of Detroit kept it bright with beautiful roses during the entire week, and Chief of Staff Mrs. S. M. W. Sterling, adding her coterie of aids each day, made it a very delightful place in which to receive and entertain guests.

Headquarters were furnished free to all Departments that desired to be thus entertained, and a most generous hospitality reigned supreme.

The Church of our Father, where the Convention was held, was beautifully decorated with flags, designs and blooming plants. A regularly established postoffice, at one of the entrances, under the supervision of Agnes Patrick and her corps of assistants, proved a valuable accessory to our work. A delicious and refreshing lunch was served each day in the church parlors to all the members of Convention, and every plate graced by a lovely souvenir hand
