WHEREAS, The Ritual on page 34, with regard to return of badge, is misleading or not often understood;

Resolved, That the words "through transfer " be stricken out.

RESOLUTION No. 25.

WHEREAS, The following changes in the Rules and Regulations will be of benefit to the Corps,

RESOLUTION No. 27.

Resolved, That the words, "on the return of her badge," in Sect. 4, Art. IV., Chap. II., be stricken out.

RESOLUTION No. 28.

Presented by S. C. Lawrence Corps No. 5, of Medford, Mass.

Resolved, That while the majority of the Corps consider the manner of balloting an improvement, we most earnestly hope that the new Ritual will not be adopted by the Convention; and pray that we may be permitted to return to our old Ritual.

We disapprove of the candidate remaining at the altar during initiation; also, the President leaving her station to give the obligation, basing our reasons on the decision previously given that a President should never leave her station.

RESOLUTION No. 29.

Presented by Charles Beck Corps No. 2, Cambridge, Mass.

WHEREAS, The change as made in the new service books, in Chaplain's prayer, has not in our opinion added to its power or simplicity; and

WHEREAS, It was composed by one of the founders of our Order, one who gave of her strength, health and almost life for our cause she so loved, and to her wise counsels and persistent efforts in those early days is largely due the success of our noble Order;

Resolved, That in honor to the memory of Katherine L. Beedle, first Department Secretary of Massachusetts, the prayer in service books be changed to the original prayer as it came from the hands of Mrs. Beedle.

We would most respectfully and earnestly ask the consideration of the Ninth National Convention upon this resolution.

RESOLUTION No. 30.

Presented by W. L. Baker Corps No. 18, Northampton, Mass.

WHEREAS, We believe that the system recently adopted of having balls for balloting identical in shape and size, only differing in color, is liable to cause more rejection of candidates, by accident, than the use of balls and cubes; therefore,

Resolved, That we ask the Ninth Annual Convention that the use of cubes for rejection be again resumed; and that the President announce before balloting that "the balls are white and elect; the cubes are black and reject; therefore, be careful with your ballots."

RESOLUTION No. 31.

Presented by Department of Michigan.

WHEREAS, In many Corps nearly every working member is a member of one of the various permanent committees required by our Rules and Regulations, and observing the rule laid down in the following clause, under the heading Investigating Committees," page 33 of revised Ritual, viz. : 66 Presidents must not appoint standing committees on investigation," would be an impossibility; therefore

Resolved, That said clause be stricken out.

RESOLUTION No. 32.

Realizing the importance of having the quarterly reports forwarded to headquarters at the earliest time possible, and feeling ourselves restricted by the time mentioned in Rules and Regulations, to wit, the first day of January, April, July and October, and understanding that

the Posts have been instructed to make out and forward reports at the last meeting of each quarter, do most respectfully petition the Ninth Woman's Relief Corps National Convention to remove these restrictions, mentioning no set date for the holding of said reports, but allowing Corps the privilege of making them out on the last meeting of each quarter and forwarding them immediately, thereby giving remote and new Corps ample time for inaccurate reports to be returned and corrected. RESOLUTION NO. 33.

Presented by Department of New Hampshire.

WHEREAS, Much difficulty is experienced by new Corps Secretaries and Treasurers in following the ritualistic work of the Corps;

Resolved, That the ritual cards for Secretary and Treasurer be abolished, and Rituals take their places.

RESOLUTION No. 34.

Resolved, That no member can be dropped from the Order for nonpayment of dues without having been suspended six months, and that it be so expressed in Rules and Regulations.

RESOLUTION No. 35.

Presented by Department President of New Hampshire.

WHEREAS, Some Departments have been required to pay letter postage on quarterly report blanks on account of the figures in red ink; Resolved, That there should be some way of dispensing with those

figures.

RESOLUTION No. 36.

Resolved, That a member cannot be granted an honorable discharge until she has delivered her badge to the Corps to which she belongs.

RESOLUTION No. 37.

Resolved, That Sect. 4, Art. VI. of Chap. II., Rules and Regulations, should read "Corps having fifty members or less" instead of thirty.

RESOLUTION No. 38.

Presented by E. E. Sturtevant Relief Corps No. 24, Dept. N. H.

WHEREAS, Memorial Day has been designated for the purpose of strewing with flowers the graves of soldiers who served in defence of their country during the War of the Rebellion, and who aided in saving its flag from dishonor; therefore

Resolved, That the day is sacred to the perpetuation of the "memory of our heroic dead," and that it is not in accordance with the purpose of its appointment, nor the constitution or spirit of our Order, as auxiliary to the G. A. R., to perpetuate the memory of our deceased members, by placing upon their graves memorial flags.

RESOLUTION No. 39.

Resolved, That a copy of this resolution be forwarded through the proper channel, to the Ninth Annual Convention W. R. C., asking that the vote providing for the use of Memorial Flags may be rescinded.

RESOLUTION No. 40.

Presented by Department President of North Dakota.

WHEREAS, Many ladies, wives of members of the Grand Army, live long distances from Corps; we therefore petition

That an opportunity shall be given at each Department Convention for eligible ladies living in towns where there are no Corps to become members of our Order. Such members to be called detached members, and a book be kept similar to the roll of members, in which their names shall be recorded.

The membership fee shall be one dollar and fifty cents, which includes the price of badge.

Their dues shall be paid to Department Treasurer, and shall be one dollar per year.

That they may sit in Convention during all business sessions, but have no vote.

Recommendations to membership shall be signed by the Post Commander, and one or more members of their local Post, who can vouch for the eligibility of the applicant.

When Corps disband, any member in good standing living at a distance from other Corps may become a detached member, by transfer card from Department Secretary, and paying her dues to the Depart

ment.

RESOLUTION No. 41.

Presented by Department of North Dakota, W. R. C.

WHEREAS, the Department Encampment of North Dakota G. A. R., at their last meeting at Lisbon, voted to apply to the National Encampment G. A. R. to allow them to hold their Annual Encampment between the 15th of March and 15th of June. Therefore we, the Department of North Dakota, W. R. C., make application that we be allowed to hold our Annual Convention at the same time that the G. A. R. do.

RESOLUTION No. 42.

Presented by Department of Ohio.

Resolved, That the recommendation of President Clarke, that the financial methods employed during the present year be continued, be recommended to National Convention for adoption in other Departments.

That the delegates of this Department request that the cost of supplies be lessened.

That delegates be instructed to favor the abolition of ritual cards. That if the delegate be present, and be certified to as the proper representative by Credential Committee, that after the Committee's report is received by Convention, an alternate cannot take the seat, should the delegate be absent from any cause.

(This resolution to apply to Department and National Conventions.) That the midnight sessions of National Convention be dispensed with entirely.

That the delegates from the Convention favor changing the time of inspection.

RESOLUTION No. 43.

Presented by Department of Oregon.

Resolved, That time for inspection be changed to earlier in the year, it being almost impossible to travel the mountain and coast roads during the fall months.
