DEAN RUSK, SECRETARY OF STATE BUDGET REQUEST, 1966 Senator MCCLELLAN. The subcommittee will come to order. This morning the subcommittee will consider the 1966 budget for the Department of State, including the amendments requested of the Senate in the amount of $3,105,000. Incidentally, I want to take note of the fact that this is a very small amount. I believe it is the lowest amount which has been appealed to this committee since I have been serving as chairman of the subcommittee. It is a bit significant I think and to the credit of the Department that they are trying to economize wherever they can and trying to hold the appropriations down to just what are required. We commend you and your Department, Mr. Secretary, at first glance because that appears to be true. Secretary RUSK. Thank you, sir. REQUEST FOR RESTORATION OF HOUSE REDUCTIONS Senator MCCLELLAN. By letter dated June 4, 1965, Deputy Under Secretary Crockett requested restoration of $1,280,000 for "Salaries and expenses"; $275,000 for "International Fisheries Commissions" $500.000 for the "East-West program at the University of Hawaii"; and $50,000 for a "Statue to Mexico." In addition, the President has requested by supplemental estimate dated June 7, 1965, that the Senate provide $1 million for the construction of a new chancery building in Saigon, Vietnam, under the foreign buildings program.
