This report has been submitted to the Subcommittee on InterAmerican Affairs by the Honorable Roy H. McVicker, of Colorado, a member of the subcommittee. The views expressed in the report are Mr. McVicker's and do not necessarily reflect those of the membership of the Subcommittee on Inter-American Affairs.

The report includes some valuable observations on the Central American Common Market. It also contains an interesting suggestion for improving the operation of binational centers, and his observations on U.S. financed housing programs.
