The enactment of this Act shall not be construed as indicating an intent on the part of the Congress to prevent any State, the District of Columbia, the Commonwealth of Puerto Rico, Guam, the Virgin Islands, or American Samoa from exercising jurisdiction over any offense over which it would have jurisdiction in the absence of the enactment of this Act.
