Therefore the Western Hemisphere natives who were adjusted are virtually all natives of Central or South America. Viewed in that light, the percentages are high. Also while the above table reflects a small percentage drop after June 30, 1961, for the years ending June 30, 1962, and June 30, 1963, that drop was not caused by a reduction in the number of Western Hemisphere aliens who were adjusted. Actually that number increased substantially. The percentage dropped because the number of Eastern Hemisphere natives who were adjusted rose significantly, under the impetus of the Acts of September 26, 1961, and October 24, 1962, which made immigrant visas available to many preference quota immigrants. 2 For the 7 months from Dec. 1, 1965, to June 30, 1966, Western Hemisphere natives were ineligible for adjustment of status, pursuant to the Act of Oct. 3, 1965.
