Some of the small bills for telegrams and expressages have been grouped together for the sake of brevity. Formal receipts have been procured for every item of expenditure, however small. As usual, these receipts have been audited and approved by Judge Carpenter, the Auditor of the Board of Education, and deposited with the State Comptroller.
