In all cases the oath of the master AND of the mate must be obtained. In the case of goods subject to internal-revenue tax the affidavit of the purser or other discharging officer may be substituted for that of mate.

In case of failure to execute the foregoing at the port of delivery of the goods, the same may, upon the return of the vessel at the port of shipment, be subscribed to before the collector of the port.
