AGREEMENTS IGNORED: REGISTERED MAIL NOT DELIVERED

Gunārs Rode, a Latvian political activist, was sentenced in 1962 by Soviet authorities to 15 years imprisonment. During his incarceration a number of registered letters were sent to him by Latvian-Americans residing in the United States.

After his release in 1977, Gunārs Rode stated that he had never received any of the above mentioned letters, even though the senders had received receipts signed by the Soviet authorities. In other words, although Soviet authorities had signed the registry receipts, they had not delivered the letters to the addressee - Gunārs Rode; nor did they return the letters

to the senders.

The American Latvian Association has collected and reprinted in this pamphlet the registry receipts (pages 3 through 5) signed by the Soviet authorities along with a statement signed by Gunārs presence of two witnesses declaring that he had never received any of the letters.

Gunārs Rode's statement reads (translation):

Riga, I did not receive any of the registered letters
