Additional instruction for 1970 Political Broadcasting Report (FCC Form 322).
You recently were sent the 1970 Political Broadcast Report form. The in-
structions on this form should have included the following additional statement:
"Include all programs whether or not exempt from Section 315, except newscasts."
Please note that newscasts are excluded from the scope of this survey.

This will remind you that cablecasting activities should not be reported this year, despite the reference to them in the Form 322; also reports should be filed by December 10, 1970.

If your station or CATV did not carry any candidate or their supporters, or announcements for candidates, and did not itself editorialize for or against any candidate, check here and proceed no further:

NO POLITICAL BROADCASTING OR CABLECASTING

1. Did the station or CATV editorialize in support of or against any political candidate during the primary or general election campaigns?

This form requests information on the use of station and CATV facilities in behalf of candidates for political office during the primary and general election campaigns until the polls close on Election Day. It is not concerned with convention coverage or election retums. It is also not concemed with programs or announcements on issues such as referendums, school bonds, charter reforms, etc. Any special elections to fill local or national offices should be included under general elections.

DO NOT INCLUDE ANY PROGRAMS RECEIVED FROM ABC, CBS, MBS, OR NBC.

All TV, AM and FM stations and CATV systems are required to submit this report. It is important that we receive a reply from your station or CATV system even if it has no political broadcasting or cablecasting to report. In that case, fill in the information at the top of page one of the form, and check the box marked "no political broadcasting or cablecasting". With respect to CATV systems, the information requested concems only a system's "cablecasting" or program originations. Do not include any political programming of a TV, AM or FM station carried by a CATV system. SUBMIT COMPLETED FORM TO THE FEDERAL COMMUNICATIONS COMMISSION, WASHINGTON, D. C. 20554 on or before November 30 of this year.

A separate report must be submitted for EACH broadcast station. If political broadcasts of an AM station are duplicated on an FM station in a joint AM-FM operation, the program time should appear in both reports, but the charges should be shown only in the AM report (with a note to that effect in the FM report). The same applies to a satellite TV station and its parent. If the satellite station duplicates the parent station's political programming, the program time information should be shown in both reports but the charges should be entered in the parent report.

A separate report must be filed for each CATV system, except as noted below. Each separate and distinct community or municipal entity (including single, discrete, unincorporated areas) served by CATV facilities constitutes a separate CATV system, even if there is a single head end and identical ownership of facilities extending into several communities.
