FOREWORD

Supplement II to the 1953 Edition of the Immigration and Nationality Laws covers all law enacted, Executive orders and Presidential proclamations issued, and treaties entered into affecting immigration and nationality from January 1, 1954, through December 31, 1954. There have been no proclamations affecting immigration or nationality during this period. Treaties of friendship, commerce, and navigation were entered into with Germany, Israel, and Japan, see SII-3.

As in the 1953 volume, the material is presented in three parts: Part I contains the law; Part II, the Proclamations and Executive orders; and Part III, law of general application. Errata, containing material inadvertently omitted from the 1953 Edition and corrections of errors so far noted in both the main volume and Supplement I, may be found beginning at folio VII.

In Part I the acts, or parts thereof, appearing in the 1953 volume that are amended, repealed, or superseded are set forth first, showing the action taken with citations to the pages of the 1953 volume where the law may be found. In the text of such law, changes in wording appear in italics, with the law as it was before modification shown in footnotes. Repeal in whole or in part of prior law is indicated. All legislation affecting immigration and nationality enacted during the period covered by this supplement follows in chronological order.

Footnotes for any material reprinted from the 1953 volume or Supplement I are given the same numerical designation they carried there. Where additional footnotes are needed to show previous wording or new data, they are designated by "SII" followed by a letter (SIIa, SIIb, SIIc, etc.). References to pages of this supplement, except in the index, are preceded by SII (SII-13). All other references are to pages in the 1953 Edition or Supplement I.

"Where no Federal buildings are available or buildings adapted or suitably located for the purpose are available for rental, the Attorney General is hereby authorized, notwithstanding section 3709 of the Revised Statutes, as amended (41 U. S. C. 5), or section 322 of the Act of June 30, 1932, as amended (40 U. S. C. 278a), to expend, from the appropriation provided for the administration and enforcement of the immigration laws, such amounts as may be necessary for the acquisition of land and the erection, acquisition, maintenance, operation, remodeling, or repair of buildings, sheds, and office quarters (including living quarters for officers where none are otherwise available), and adjunct facilities, necessary for the detention of aliens."
