Eight District agencies are considered as having primary responsibility for developing the comprehensive plan for the District, as follows: DOT, OBRD, DHCD, DOR, Board of Education, DES, DHS, and DOL. Ten agencies are represented on the Project and Policies coordinating Committee, one of whose functions is to deal with issues relating to the comprehensive plan. Included on this committee are seven of the eight agencies listed above, plus three peripheral agencies, as follows: DOT, DHCD, DOR, the Board of Education, DES, DHS, DOL, DGS, Criminal Justice, and OBED.
