not as a member of the commission but who acts as your legal advisor?

Dr. ADAMS. Well, on an ad hoc basis, yes, but we have never had one designated on a regular basis. I think that perhaps if this amendment would go through or if she could designate a permanent representative to our commission, then we could have someone regularly rather than on an ad hoc basis. They always give us somebody, but it is not always the same one, although they all have a knowledge in this area.

APPOINTMENT OF COMMISSIONERS

Mr. DIXON. Does the Mayor appoint the commissioners other than those that are designated by Congress?

Dr. ADAMS. Yes; they are nominated by various groups-which are in the law-and then the Mayor selects from the group that is nominated, and recommends it to the Council. They are all confirmed by the Council.

PUBLIC MEMBERS

Mr. DIXON. Do you have public members-I mean people that are non-professional?

Dr. ADAMS. Yes, we have two public members.
Mr. DIXON. And the rest are professionals?

Dr. ADAMS. Except for the designated.

NUMBER OF COMMISSION MEMBERS

Mr. DIXON. So there are eight positions?

Dr. ADAMS. Eight or nine, depending upon the situation.

Mr. SARNELLA. Nine positions, Corporation Counsel and two nonprofessionals.

Dr. ADAMS. So that would be nine out of the twelve. One position is an osteopathic position-there are a few osteopaths in the District-that position is vacant. So currently we don't have an osteopath, we now have only eight commissioners. There have been three vacancies since last October. We hope by this month that those will come aboard, but once this year we were unable to sit because we didn't have a quorum.

Mr. DIXON. Thank you very much Dr. Adams and Mr. Sarnella. Mrs. Mack, we will recess until 10 in the morning, and we will start with the Judiciary. And I would suspect that is going to take the entire morning.

Then on Thursday, we will cover the balance of the agencies that we didn't cover today and we will start after the Easter recess with Public Safety and Justice.

The Office of the Recorder of Deeds for the District of Columbia records and files all documents relating to right and title in real and personal property. The recording and filing scope of this office includes corporations, partnerships, soldiers' discharge papers, Federal and District tax liens, judgments, foreclosures, mechanics' liens, hospital liens and materialmen's liens. The agency develops a daily alphabetical and lot and square index of all land transactions and furnishes information daily to satisfy a wide public interest in important documents among its records.

The FY 1981 appropriated budget request for operating program is 64 positions and $1,065,200, and increase of $40,000 over FY 1980. The increase will provide for initial installation of costs of microfiche equipment. This request will provide the minimum basic staff and funds to maintain the current level of services with some adjustments.

The Agency is greatly in need of the manpower provided through the CETA program which partially offsets understaffing in some divisions of this office. During the transition, and contemplated terminations of this program, every effort is being made in order that the programs of the agency will not suffer.

It is estimated that approximately $14,000,000 in revenue will
be collected through this office in FY 1981. This revenue estimate
includes, real estate, corporation, and other recordation fees.
