EMERGENCY ACTION TEAM

The steady increase in terrorist activities directed against U.S. Government personnel and operations abroad, including assassinations and kidnappings, shows no sign of abatement. In fact, all indicators point to an amplification of the problem for some time to come. In order that the Department of State can remain in a position to carry out its responsibilities with respect to escalating requirements, particularly in the counter-terrorism field, must establish an immediate response capability. It is believed that this capability from the standpoint of effectiveness and economy can best be realized through the immediate establishment, staffing and equipping of an Emergency Action Team (EAT).

The Department's stationed Emergency Action Team would be established as three separate teams consisting of four or five people depending on the area to be serviced. Each squad would be made up with a Security Officer in Charge experienced in physical security, a Security Officer highly skilled in Protective Security, a representative from the Office of Public Safety (AID) and a Technical Security Officer. Depending on the specific requirement, a Navy Seabee armorer would be available for detail.

Squads will be assigned temporarily to posts as emergency threat requirements may dic-
tate and as approved by the Department. Upon arriving at a post, a squad, under the
leadership of the Security Officer in Charge will:

Conduct an immediate and detailed physical survey.

Conduct a survey to determine the capability and/or disposition of the host government to provide protection to meet the threat situation.

Provide the Department with a comprehensive report including recommendations concerning requirements for long-term protection of post personnel and installations commensurate with threat levels.

Utilize special defensive equipment available to the teams as required.

SPECIALIZED EQUIPMENT

In order to provide the Emergency Team with the required material support, it will be
necessary to purchase certain specialized equipment. This equipment will consist of
such items as three high performance cars and other security items which will be
transported with a team or shipped to posts as necessary. Two of the three heavy
duty automobiles would be strategically stationed overseas. The overseas location

RETIREMENT FUND CONTRIBUTIONS

No provision was made in the Department's 1971 budget estimates for the Salaries and Expenses
appropriation to cover the increased United States contributions to the Civil Service and
Foreign Service Retirement Funds. P.L. 91-93 and P.L. 91-201 require that a 7% contribution
be made by the U.S. Government, an increase of one-half of one percent over the former 6%
contribution. In view of the stringency of the Department's original 1971 estimates, these
statutory increases cannot be absorbed without adversely affecting other essential operating
expenses. The following increases are requested to meet these costs:

The amounts requested for each of these Funds are based on the original 1971 budget estimates for retirement benefits which were calculated at 6 percent of net salary costs.

Explanation of Language Changes

1. Add the following proviso at the end of the paragraph under this heading:

":

Provided further, that in addition, this appropriation shall be available
for the purchase (not to exceed thirty-three) and modification of passenger
motor vehicles for protective purposes without regard to any maximum price
limitations otherwise established by law."

To provide adequate protection for United States Government officials abroad, the Department
requires authority to purchase armored cars and other vehicles equipped with high-performance
characteristics and to modify other existing Government-owned vehicles, as required, for
protective purposes. The proposed language change would grant this authority.

It is planned that a total of ten armored cars would be purchased. The vehicles would be
bullet-proofed, standard size sedans that would be assigned to certain overseas posts for the
protection of U.S. Government officials. In addition to these vehicles, 23 police-type sedans
equipped with special performance equipment would be purchased for use as follow-on cars and
for other security functions. As may be required by existing conditions other Government-owned
vehicles could be modified for protective purposes.
