PERSONNEL SUPPORT COSTS

It will be necessary to provide for the ordinary living and operating requirements for nine of the new Security Support Staff that will be assigned to specific overseas posts. In most cases, the acquisition of additional living quarters and some procurement of furniture and furnishings will be necessary. Additional funds will be required to provide for post assignment travel and for the shipment of personal effects and furniture.

In addition to the above support requirements, funds are necessary to provide for payment of allowances. A sum is included to provide for allowances for the 17 additional Marine security guards who will aid in strengthening security at Ambassador's residences and chanceries. Funds will be required also to provide for the post allowance and educational allowance for the dependents of the Security Officers.

SECURITY MEASURES AND EQUIPMENT

Incidents of bombings, sabotage, and terrorist attacks in many of the high risk countries have necessitated that every effort be made to protect United States key personnel. It is believed that the procurement and utilization of 10 protective use vehicles will unquestionably aid in providing maximum physical security and protection to Ambassadors and to other key officials within the country of assignment. The vehicles would be outfitted for protective security and with extra capacity cooling systems, heavy duty suspension, large engines and mobile radios. In the event of an overt attack upon the life of a diplomat, the car would provide protection and would afford maximum escape possibilities. The vehicles would be assigned to those countries where the risk is deemed most serious.

The utilization of follow-on cars is one of the improved protective security measures required. Increased use of follow-on cars is considered essential in high risk countries in order to transport personnel of local security forces who are protecting the Ambassadors and other officials in travels outside the Embassy and their respective residences. Host Governments, in most instances, supply the security guard personnel but are unable to provide vehicles. In order that this essential security procedure can be fully implemented, the purchase of the 20 follow-on cars with high performance features is necessary. A complement of 33 local employee chauffeurs will be required to provide driver service for existing vehicles at posts which are being used as followon cars and for those twenty to be procured.

Host

One of the more important measures for protection of U.S. personnel and installations are armed guards at the residences of key personnel and other U.S. properties. country security forces or contractual guards are utilized to the maximum extent possible in providing these services. They work long and irregular hours in the performance of their assigned duties. The duty of these guards include providing the security protection needed in follow-on cars and in some instances, the guarding of mission premises Additional funds are requested to augment the pay of the local security personnel to cover the cost of food and logding during travel away from their station and the purchase of civilian clothing when required.

In view of the hijackings of commercial aircraft in one of the high risk countries, five within the last few months, and other security risks involved in commercial air travel, it is strongly felt that in this particular country, the U.S. military aircraft should be used by the Ambassador for in-country travel. There is a Defense Attache plane available for this travel at the post that can be utilized at an approximate cost of $190 per hour. Based on prior experience it is believed that 400 hours flying time will be used by the Ambassador for travel during FY 1971.

Technician and Regional Security Officer travel

It will be the function of an additional Communications technician to travel from the Washington area to those troubled areas which develop protective radio alarm system problems. It is estimated that a technician will be required to travel frequently to provide maintenance services for essential communications equipment. It is anticipated that the technicians already serving overseas areas will assist in assuring adequate maintenance. It is expected that in some instances some of the newly assigned Security Officers will serve as Regional Security Officers where there are several constituent posts. In those cases, it will be necessary for the RSO to travel within country in order to provide the regional security service.

AUTOMOTIVE SPARE PARTS AND ADMINISTRATIVE SUPPLIES

The majority of the vehicles to be purchased for security purposes will be assigned
to countries where road conditions are particularly bad and where there is a lack of
reliable local commercial repair facilities.

In order to preclude having any of the 20
follow-on cars or the 10 protective security vehicles sidelined due to the non-
availability of repair parts, it will be necessary to provide an adequate stock of
common replacements essentials. Items such as spark plugs, points, condensers,
spare tires, water pumps, shock absorbers, springs and alternators are spares uti-
lized in preventative and required maintenance of vehicles.

Administrative supplies and materials will be required to support the 9 Security support staff and the 33 local chauffeurs and Security Forces. Funds requested will provide for the procurement or general office supplies, custodial supplies, minor equipment, and for special clothing for guards and chauffeurs as required.
