ADMINISTRATIVE OFFICE OF THE UNITED STATES COURTS Dear Senator McClellan: At the direction and with the approval of the Budget Committee of the Judicial Conference of the United States, I am pleased to inform you that the amounts included in the Judiciary Appropriation Bill, 1971 (H.R. 17575) for the Court of Customs and Patent Appeals, the Court of Claims, and under the heading "Courts of Appeals, District Courts, and Other Judicial Services" meet our approval and that we do not intend to appeal for the restoration of funds denied by the House. The Honorable Alfred P. Murrah, Director of the Federal Judicial Center, also has expressed his approval of the sum included in the Bill for the Center and has asked me to inform you that he has no intention of filing an appeal. We do respectfully request that your Committee consider the proposed amendments contained in Senate Document No. 91-69. These amendments, which provide for a net increase in budget authority for the Judiciary of $4,220,000, are required for full conversion to the magistrates system pursuant to the Act of October 17, 1968, Public Law 90-578. The original estimate for "Salaries and Expenses of United States Magistrates" provided only for a pilot program. The Judicial Conference, at its meeting on March 16 and 17, 1970, in light of recommendations of the Director of the Administrative Office, the District Courts and the Circuit Councils, determined the number of magistrates, the locations at which they shall serve, and their respective salaries. The revised requests which are based on those recommendations were submitted to the Bureau of the Budget on March 23, 1970. Justifications in support thereof have been furnished your Committee.
