Subject: Evacuation Orders. (No. 2)

To: Commanding General, US Port of Debarkation.

1. Under the provisions of WD Ltr, AG 704.11 (3 Jun 44) OB-S-E-SPMOT-M, subject: "Procedure for Evacuation of Patients by Water or Air from Overseas Commands" dated 8 June 1944, the following patient, now awaiting evacuation to U. S., will be moved o/a 6 January 1945, by air, from present overseas station to a U. S. air port and thence by air or rail to a Debarkation Hospital for transfer to the Presbyterian Medical Center, 620 West 168th Street, New York, N. Y. Mr. Thomas A. Elder, Civ Employee, Post Engr, Ft. Read, Class of Patient: 2. 2. The Control Officer, ATC, Waller Field, Trinidad, B. W. I., will be contacted regarding transportation to U. S. Baggage to accompany patient by air will be limited to fifty-five (55) pounds.

3. This shipment will be under the control of the CG, ATC, from time of departure from this station until released by proper authority in U. S. Air Priority Rating-3-8173-WLR-ENG.

4. A flat per diem of $7 traveling by air outside the continental limits of the U. S., and a flat per diem of $6 while in travel status in U. S., is authorized in accordance with existing laws and regulations.

REPORT

[To accompany H. R. 4048]

The Committee on the Judiciary, to whom was referred the bill (H. R. 4048) for the relief of William Price, having considered the same, report favorably thereon with an amendment and recommend that the bill do pass.

The amendment is as follows:

Page 1, line 3, strike out lines 3 to 9, inclusive to the colon in line 9 and insert in lieu thereof—

That the Comptroller General of the United States is hereby authorized and directed to credit the accounts of William Price of River Edge, New Jersey, in the sum of $3,280.18, in full settlement of all claims against the United States for services rendered as acting postmaster at River Edge, New Jersey, from October 1, 1945 to August 19, 1946.

The purpose of the proposed legislation is to authorize the Comptroller General of the United States to credit the accounts of William Price, former acting postmaster at River Edge, N. J., for services rendered as acting postmaster from October 1, 1945 to August 19, 1946.

STATEMENT OF FACTS

The records of the Post Office Department show that Mr. Price was appointed acting postmaster at River Edge, N. J., July 30, 1943. On October 2, 1944, the United States Civil Service Commission certified a complete register of eligibles for postmaster. The list did not include the name of Mr. Price, and the United States Civil Service Commission subsequently informed the Post Office Department that unless an appointment was made from the register, there would be no authority for the payment of salary to Mr. Price beyond September 30, 1945. As the Department had received information that the first eligible on the register had accepted another position,
