This bill would authorize the highway departments of the States of Louisiana and Texas to construct, maintain, and operate a free highway bridge and approaches thereto across the Sabine River, between Calcasieu Parish, La., and Orange County, Tex., at the point where Louisiana Highway No. 7 meets Texas Highway No. 7. Favorable action on the bill is recommended.

REPORT

[To accompany S. 5688]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (S. 5688) granting the consent of Congress to the State of New Hampshire to construct, maintain, and operate a bridge or dike across Little Bay at or near Fox Point, having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill, S. 5688. Seventy-first Congress, third session, granting the consent of Congress to the State of New Hamsphire to construct a toll bridge across Little Bay at or near Fox Point, provided that the title thereto is amended as indicated in red thereon, since the body of the bill does not appear to contemplate a dike

Little Bay is, however, wholly within the limits of the State of New Hampshire, and the proposed bridge can consequently be authorized by State law and duly constructed, provided the plans are submitted to and approved by the Chief of Engineers and by the Secretary of War before construction is commenced, in conformity with the Federal law contained in section 9 of the river and harbor act of March 3, 1899. The enactment of this measure therefore appears to be unnecessary.

DEAR SENATOR: Receipt is acknowledged of your letter of January 15, transmitting a copy of a bill, S. 5688, with request that the committee be furnished with such suggestions touching its merits and the propriety of its passage as the department might deem appropriate.

This bill would authorize the State of New Hampshire to construct, maintain, and operate a toll bridge and approaches thereto across Little Bay at or near Fox Point. The location indicated for the proposed bridge is not on the system of Federal-aid highways approved for New Hampshire. The bill is without objection so far as this department is concerned.

[To accompany H. R. 15591]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 15591) granting the consent of Congress to the State of Minnesota to construct, maintain, and operate a bridge across the Mississippi River at or near Brainerd, Minn., having considered and amended the same, report thereon with a recommendation that it pass.

Amend the bill as follows:

Line 4, after the words "operate a" insert the words "free highway".

Line 5, after the word "River," insert the following, "at a point suitable to the interests of navigation,".

Line 9, after the figures "1906" change the comma to a period and strike out the remainder of the sentence.

Strike out all of line 10.

Page 2 strike out all of lines 1 to 6, inclusive, and in line 7, strike out "Sec. 3." and insert "Sec. 2." in lieu thereof.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.
