impossible for Indiana to either construct or join in the construction of any bridge anywhere within the vicinity of the present bridge.

I respectfully request that this committee give this matter its earliest attention so that H. R. 16333 may be passed at this term of Congress.

GENTLEMEN: I would like to supplement my letter of January 29, 1931, with reference to H. R. 16333, which is a bill asking permission for an extension of time to construct a bridge across the Ohio River approximately midway between Owensboro, Ky., and Rockport, Ind.

I find that the original act of Congress permitting the construction of the bridge above referred to, was approved February 26, 1929. By that bill the construction of the bridge should have begun one year from that date. However, the plans and specifications for the bridge were not approved by the War Department until December 14, 1929, or approximately 10 months after the bridge bill was approved.

It would have been practically impossible to have commenced the building of the bridge within one year from the date of the enactment of the initial legislation. Very truly yours, JOHN L. DORSEY, Jr.

[To accompany H. R. 16334

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 16334) to extend the times for the commencement and completion of the bridge in the county of Norman and the town and village of Halstad, in said county, in the State of Minnesota, and the county of Traill, and the town of Herberg in said county, in the State of North Dakota, across the Red River of the North on the boundary line between said States, having considered and amended the same, report thereon with a recommendation that it pass. Amend the bill as follows:

Strike out all after the enacting clause and insert the following in lieu thereof:

That the act approved July 1, 1922, granting the consent of Congress to the county of Norman and the town and village of Halstad, in said county, in the State of Minnesota, and the county of Traill and the town of Herberg, in said county, in the State of North Dakota, to construct, maintain, and operate a bridge and approaches thereto across the Red River of the North at or near the section line between sections twenty-four and twenty-five, township one hundred and forty-five north, range forty-nine west, fifth principal meridian, on the boundary line between Minnesota and North Dakota, be and the same is hereby revived and reenacted.

SEC. 2. The right to alter, amend, or repeal this act is hereby expressly reserved. Amend the title so as to read:

A bill to revive and reenact the act entitled "An act granting the consent of Congress to the county of Norman and the town and village of Halstad, in said county, in the State of Minnesota, and the county of Traill and the town of Herberg, in said county, in the State of North Dakota, to construct a bridge across the Red River of the North on the boundary line between said States," approved July 1, 1922.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.
