Memorandum for the Secretary.

GENERAL LAND OFFICE, Washington. January 12. 1931.

On January 7, 1931, Hon. Don B. Colton, chairman of the Committee on the Public Lands, House of Representatives, forwarded with request for report copy of H. R. 15590.

This bill authorizes the purchase by the State of Minnesota of a 40-acre tract in the ceded portion of the White Earth Indian Reservation in Minnesota, at the price of the land and the appraised value of the timber thereon, as fixed by the acts of January 14, 1889 (25 Stat. 642), and June 25, 1910 (36 Stat. 862)

No objection is entertained to the passage of this bill.

The committee of conference on the disagreeing votes of the two Houses on the amendments of the Senate to the House joint resolution (H. J. Res. 447) making an appropriation to carry out the provisions of the public resolution entitled "Joint resolution for the relief of farmers in the drought and/or storm stricken areas of the United States," approved December 20, 1930, having met, after full and free conference, have been unable to agree.

Mr. TEMPLE, from the Committee on Foreign Affairs, submitted the following

REPORT

[To accompany H. J. Res. 462]

The Committee on Foreign Affairs, to which was referred the resolution (H. J. Res. 462) to further provide for defraying the expenses of the International Water Commission, United States and Mexico, having considered the same, reports it to the House and unanimously recommends that it do pass.

The reasons for asking for the authorization of an appropriation of $287,000 called for by the resolution are fully explained in a report of the Secretary of State to the President, which was transmitted by the President in a special message to Congress. The President's message and the report of the Secretary of State are printed below as a part of the report of the committee.

To the Congress of the United States:

I commend to the favorable consideration of the Congress the inclosed report from the Secretary of State to the end that legislation may be enacted to authorize an appropriation of $287,000 to defray the expenses of the American section of the International Water Commission, United States and Mexico, in continuing its study, in cooperation with representatives of Mexico, of a plan for the equitable use of the waters of the Lower Rio Grande, the Lower Colorado, and Tia Juana Rivers, for submission to the Congress, pursuant to the provisions of the act of May 13, 1924, entitled "An act providing for a study regarding the equitable use of the waters of the Rio Grande below Fort Quitman, Tex., in cooperation with the United States of Mexico," as amended by the act of March 3, 1927.
